AN ACT to amend the public authorities law, in relation to establishing
a temporary toll holiday for use of the thruway
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The public authorities law is amended by adding a new
2 section 390 to read as follows:
3 § 390. Thruway toll holiday. Notwithstanding any other provision of
4 law to the contrary, for the period beginning June first, two thousand
5 twenty-four through August thirty-first, two thousand twenty-four the
6 authority shall suspend the collection of any fees, rentals or charges
7 imposed pursuant to subdivision eight of section three hundred fifty-
8 four of this title for the use of the thruway or any part thereof.
9 § 2. By November 1, 2024, the comptroller shall transfer from the
10 general fund to the thruway authority an amount no greater than the
11 amount that would have otherwise been collected by the thruway authority
12 if the toll holiday established by section 390 of the public authorities
13 law had not been authorized; provided, however, that the comptroller
14 shall make such transfer only after the director of the budget has
15 determined in the director's discretion that the transfer is necessary
16 to ensure the thruway authority meets its expenses and obligations at
17 the end of the toll collection holiday established by section 390 of the
18 public authorities law.
19 § 3. The thruway authority shall on an emergency basis, promulgate
20 and/or amend any rules and regulations necessary to provide for the
21 provisions of this act.
22 § 4. This act shall take effect immediately.
