AN ACT to amend, the highway law and the administrative code of the city
of New York, in relation to renaming the Staten Island Expressway the
"POW-MIA Memorial Highway"
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Notwithstanding any other law to the contrary, the official
2 name of all that portion of the state highway system located in Richmond
3 county constituting route 440 from Outerbridge Crossing to route 278
4 (West Shore Expressway) and route 278 from the Goethals bridge to the
5 Verrazano-Narrows bridge (Staten Island Expressway) shall be the
6 "POW-MIA Memorial Highway", as such highway is designated in section
7 343-h of the highway law.
8 § 2. The paragraph relating to interstate route connection 512 of
9 section 340-a of the highway law, as amended by chapter 288 of the laws
10 of 2018, is amended to read as follows:
11 Interstate Route Connection 512. [Staten Island expressway] POW-MIA
12 Memorial Highway from Goethals bridge approach to Verrazzano-Narrows
13 bridge approach, Brooklyn-Queens expressway from Verrazzano-Narrows
14 bridge approach to Grand Central parkway, Grand Central parkway from
15 Brooklyn-Queens expressway to Robert F. Kennedy bridge approach, Major
16 Deegan expressway from Robert F. Kennedy bridge approach to the West-
17 chester county line connecting with interstate route 502.
18 § 3. Section 343-a of the highway law, as added by chapter 110 of the
19 laws of 1996, is amended to read as follows:
20 § 343-a. Portion of state highway system in the county of Richmond to
21 be designated as "The Korean War Veterans Memorial Parkway". All that
22 portion of the state highway system in the county of Richmond constitut-
23 ing the Richmond Parkway from [Staten Island Expressway] POW-MIA Memori-

1 al Highway to Outerbridge Crossing Approach shall be designated and
2 known as "The Korean War Veterans Memorial Parkway".
3 § 4. Section 349-f of the highway law, as amended by chapter 288 of
4 the laws of 2018, is amended to read as follows:
5 § 349-f. New York city routes. The following existing or proposed main
6 routes or thoroughfares, are designated herein, as aforesaid, viz.:
7 New England thruway from the Westchester county line to Bruckner
8 expressway; Bruckner expressway from New England thruway to Robert F.
9 Kennedy bridge approach; Hutchinson river parkway from the Westchester
10 county line to the Bronx-Whitestone bridge approach; Bronx river parkway
11 from the Westchester county line to Bruckner expressway; Henry Hudson
12 parkway from the Westchester county line to Miller highway excepting the
13 Henry Hudson bridge, provided that no portion of this route from West
14 Seventy-second street to the Cross Bronx expressway shall be constructed
15 or reconstructed so as to encroach in any way on or over any land mapped
16 or used for park purposes except for such temporary encroachment of no
17 more than ten feet in width from seventy-third street to seventy-sixth
18 street as may be essential during and for the purpose of reconstruction
19 or repair of the existing roadway following which there shall be full
20 restoration of park land; Major Deegan expressway from the Robert F.
21 Kennedy bridge to Central Park avenue at the Westchester county line
22 together with a connection to Broadway and along Broadway to Manhattan
23 college parkway; Cross Bronx expressway from George Washington bridge
24 approach to Throgs Neck bridge; Throgs Neck expressway from Bruckner
25 expressway to Throgs Neck bridge; Arthur V. Sheridan expressway from
26 Cross-Bronx expressway to Bruckner expressway; Mosholu parkway from
27 Henry Hudson parkway to Bronx river parkway; Bronx and Pelham parkway
28 from Bronx river parkway to New England thruway; Boston road from Bronx
29 and Pelham parkway to New England thruway; Miller highway from Henry
30 Hudson parkway to the Hugh L. Carey tunnel; and from Hugh L. Carey
31 tunnel to Brooklyn-Queens expressway; Franklin D. Roosevelt drive from
32 the Hugh L. Carey tunnel to Robert F. Kennedy bridge approach; Harlem
33 river drive from Robert F. Kennedy bridge approach to George Washington
34 bridge approach; Belt parkway including Gowanus parkway to Third avenue
35 and Sixtieth street, Leif Erikson drive to Knapp street, Shore parkway,
36 Belt parkway, Southern parkway and Cross Island parkway from Hugh L.
37 Carey tunnel to Bronx-Whitestone bridge approach; Nassau expressway from
38 Southern parkway to the Nassau county line; Brooklyn-Queens expressway
39 from Gowanus expressway to Grand Central parkway; Prospect expressway
40 from Gowanus expressway to Ocean parkway; Ocean parkway from Prospect
41 expressway to Shore parkway; Interborough parkway from Grand Central
42 Parkway to Belt parkway; Gowanus expressway from the Verrazzano-Narrows
43 bridge to Third avenue at Gowanus parkway; Third Avenue from Gowanus
44 expressway to Hamilton avenue; Hamilton Avenue from Third Avenue to Hugh
45 L. Carey tunnel; Queens boulevard from Queensborough bridge approach to
46 Van Wyck expressway; Van Wyck expressway from Whitestone expressway,
47 including a connection to Grand Central parkway, to John F. Kennedy
48 international airport; Woodhaven boulevard from Queens boulevard to
49 Cross Bay parkway bridge northerly approach; Cross Bay parkway from
50 Cross Bay bridge southerly approach to Short Front parkway; Shore Front
51 parkway from Cross Bay parkway generally along the shore line of the
52 Atlantic ocean to the Nassau expressway at the Nassau county line;
53 Queens-Midtown expressway from Queens-Midtown tunnel approach to Queens
54 Boulevard; Horace Harding expressway from Queens Boulevard to the Nassau
55 county line; a connection between Brooklyn-Queens expressway and North-
56 ern boulevard in the vicinity of Grand Central parkway; Grand Central

1 parkway from Robert F. Kennedy bridge approach to Nassau county line;
2 Whitestone expressway from Bronx-Whitestone bridge approach to Van Wyck
3 expressway and continuing to Grand Central parkway; Clearview expressway

5 [Staten Island expressway] POW-MIA Memorial Highway to Outerbridge
6 crossing approach; [Staten Island expressway] POW-MIA Memorial Highway

13 thence generally along the shore lines of Kill Van Kull, the Narrows,
14 Lower New York bay and Raritan bay to the approach to Outerbridge cross-
15 ing.
16 § 5. Paragraphs 1 and 35 of subdivision a of section 3-202 of the
17 administrative code of the city of New York, paragraph 35 as amended by
18 chapter 288 of the laws of 2018, are amended to read as follows:
19 1. First District
20 That part of the Borough of Staten Island bounded by a line described
21 as follows:
22 BEGINNING at a point in waters of Arthur Kill between border lines of
23 New Jersey, and Richmond County, at Goethals Bridge, proceeding south-
24 east, to Railroad cut, then proceeding east, to Gulf Avenue, to [Staten
25 Island Expressway] POW-MIA Memorial Highway, to Bengal Avenue, to Fahy
26 Avenue, to Arlene Street, to Lander Avenue, to Richmond Avenue, to
27 Victory Boulevard, to Willowbrook Road, to Watchogue Road, to Victory
28 Boulevard, to Manor Road, to Ocean Terrace, to Todt Hill Road, to Rich-
29 mond Road, proceeding northerly, to Cromwell Avenue, to Hylan Boulevard,
30 to Old Town Road, to Staten Island Rapid Transit Line, proceeding north
31 on Staten Island Rapid Transit Line, to West Fingerboard Road, to Steu-
32 ben Street, to Hylan Boulevard, to Hickory Avenue, to McClean Avenue, to
33 Lily Pond Avenue, extended to waters of the Atlantic Ocean; thence
34 southerly and westerly through waters of the Atlantic Ocean, Raritan
35 Bay, to the waters of Arthur Kill, along the intersection New Jersey-New
36 York Line, proceeding northerly and including Island of Meadows, and
37 Pralls Island, to the point or place of beginning.
38 35. Thirty-fifth District
39 That part of the Borough of Staten Island bounded by a line described
40 as follows:
41 BEGINNING at a point in waters of Arthur Kill between border lines of
42 New Jersey, and Richmond County, at Goethals Bridge, proceeding south-
43 east, to Railroad cut, then proceeding east, to Gulf Avenue, to [Staten
44 Island Expressway] POW-MIA Memorial Highway, to Bengal Avenue, to Fahy
45 Avenue, to Arlene Street, to Lander Avenue, to Richmond Avenue, to
46 Victory Boulevard, to Willowbrook Road, to Watchogue Road, to Victory
47 Boulevard, to Manor Road, to Ocean Terrace, to Todt Hill Road, to Rich-
48 mond Road, proceeding northerly, to Cromwell Avenue, to Hylan Boulevard,
49 to Old Town Road, to Staten Island Rapid Transit Line, proceeding north
50 on Staten Island Rapid Transit Line, to West Fingerboard Road, to Steu-
51 ben Street, to Hylan Boulevard, to Hickory Avenue, to McClean Avenue, to
52 Lily Pond Avenue, extended to waters of Atlantic Ocean; thence northerly
53 and westerly through the Narrows, through the Kill Van Kull Waters,
54 including the entire part of the City of New York known as Snooter's
55 Island, to the waters of the Arthur Kill, to the point or place of

2 Borough of Brooklyn bounded by a line described as follows:
3 BEGINNING at a point at the Brooklyn borough line in the waters of
4 Gravesend Bay at Twenty-sixth Avenue, extended to Harway Avenue, to
5 Stillwell Avenue, to Avenue U, to West Ninth Street, to Avenue T, to
6 West Twelfth Street, to Kings Highway, to Bay Parkway, to Seventy-sev-
7 enth Street, to Twentieth Avenue, to Benson Avenue, to Eighteenth
8 Avenue, to Cropsey Avenue, to Bay Nineteenth Street, to Shore Parkway,
9 to Shore Road extension, to Bay Eighth Street, to Cropsey Avenue, to
10 Fourteenth Avenue, to Poly Place, to Battery Avenue, thence northerly
11 and westerly along the border of the United States Government reserva-
12 tion known as Fort Hamilton, to Gowanus Expressway, to Fort Hamilton
13 Parkway, to One Hundred First Street, to Fourth Avenue, extended in the
14 waters of The Narrows, at the Brooklyn borough line, thence projected
15 into the waters of the Lower Bay, on the north side of and parallel to
16 the Verrazzano-Narrows Bridge thence southerly and easterly to the point
17 or place of beginning.
18 § 6. The closing paragraph of subclause (C) of clause (i) of subpara-
19 graph (a) of paragraph 8 of subdivision d of section 11-243 of the
20 administrative code of the city of New York, as amended by local law
21 number 41 of the city of New York for the year 1988, is amended to read
22 as follows:
23 FOX HILLS--The area bounded by Vanderbilt Avenue; the Upper New York
24 Bay; the Staten Island Rapid Transit Railway right of way; and, the
25 [Staten Island Expressway] POW-MIA Memorial Highway.
26 § 7. The commissioner of transportation shall provide for the instal-
27 lation and maintenance of adequate signing of the state highway system
28 as designated pursuant to section one of this act.
29 § 8. This act shall take effect immediately.
