        AN ACT to amend the general business  law  and  the  executive  law,  in
          relation to school security guards
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Paragraph d of subdivision 1 of section 89-n of the general
     2  business law, as added by chapter 336 of the laws of 1992, is amended to
     3  read as follows:
     4    d. an eight hour annual  in-service  training  course,  provided  that
     5  where  a  security  guard  is employed or contracted by a school in this
     6  state,  such  annual  in-service  training  course  shall  require   the
     7  completion  of  school-specific training, including, but not limited to,
     8  role and responsibility of school security guards,  school-related  laws
     9  and  liability, security awareness in the educational environment, youth
    10  mediation/conflict resolution, disasters and  emergencies,  dynamics  of
    11  student  behavior  and cultural awareness, restorative practices, crisis
    12  prevention, and the Dignity for All Students Act  (DASA).  Such  school-
    13  specific  training  shall be designed and enforced by the department, in
    14  consultation with the department of  education  and  the  department  of
    15  criminal  justice  services,  the  division  of homeland security, state
    16  police and local law enforcement and shall be standardized and  approved
    17  statewide; and
    18    §  2. Subdivision 7 of section 841 of the executive law, as amended by
    19  section 6 of part Q of chapter 56 of the laws of  2009,  is  amended  to
    20  read as follows:

     1    7.  Consult  with and cooperate with other departments and agencies of
     2  the state concerned with police  officer,  school  security  guard,  and
     3  peace officer training;
     4    § 3. This act shall take effect on the one hundred eightieth day after
     5  it shall have become a law.  Effective immediately, the addition, amend-
     6  ment and/or repeal of any rule or regulation necessary for the implemen-
     7  tation  of  this act on its effective date are authorized to be made and
     8  completed on or before such effective date.
