        AN ACT to amend the correction law, in relation  establishing  a  third-
          party vendor program to send certain packages to incarcerated individ-
          uals
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 112 of the correction law is amended  by  adding  a
     2  new subdivision 7 to read as follows:
     3    7.  (a)  The  commissioner shall establish a third-party secure vendor
     4  mail program of not more than ten vendors, to be utilized for the deliv-
     5  ery of all packages and articles to incarcerated individuals, including,
     6  but not limited to the order and delivery of all products to incarcerat-
     7  ed individuals housed at correctional facilities.
     8    (b) The commissioner shall promulgate any rules and regulations neces-
     9  sary to implement the provisions of this  subdivision.  Any  regulations
    10  shall  require  that  all packages and articles are sent via an approved
    11  third-party secure vendor. Such requirement shall not apply to  letters,
    12  cards  or  other items that are shipped via United States postal service
    13  first-class mail.
    14    § 2. This act shall take effect immediately.
