        AN ACT in relation to requiring the commissioner of  motor  vehicles  to
          evaluate  the  possibility  of  offering road tests in languages other
          than English; and providing for the repeal  of  such  provisions  upon
          expiration thereof

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1.  This act shall be known and may be cited  as  the  "driver
     2  access to road tests act".
     3    § 2. The commissioner of motor vehicles shall evaluate the possibility
     4  and  feasibility  of  offering  road  tests pursuant to paragraph (b) of
     5  subdivision 4 of section 502 of the vehicle and traffic law in languages
     6  other than English. The commissioner shall publish the findings of  such
     7  evaluation on or before December 31st, 2028.
     8    § 3. Such evaluation shall include but not be limited to:
     9    a.  an identification of the circumstances under which such road tests
    10  can be offered in languages other than English;
    11    b. an analysis of the population that will benefit from  the  offering
    12  of such road tests;
    13    c. the cost of providing such road tests; and
    14    d.  the  specific  methods  used in determining such factors stated in
    15  subdivisions a, b, and c of this section.
    16    § 4. This act shall take effect immediately and shall  expire  and  be
    17  deemed repealed January 1, 2029.
