        AN  ACT  to amend the general construction law, in relation to observing
          daylight savings time permanently; and to repeal section 2-106 of  the
          administrative  code  of  the city of New York in relation to daylight
          savings time
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Legislative intent. If the United States Congress amends 15
     2  U.S.C.    section  260a  to authorize states to observe daylight savings
     3  time year-round, it is the  intent  of  the  legislature  that  daylight
     4  savings  time  shall be the year-round standard time of the entire state
     5  and all of its political subdivisions.
     6    § 2. Section 52 of the general construction law, as amended by chapter
     7  377 of the laws of 1955, is amended to read as follows:
     8    § 52. Time, standard. [1.] The standard time throughout this state [is
     9  that of the seventy-fifth meridian of  longitude  west  from  Greenwich,
    10  except  as hereinafter provided, and all courts and public officers, and
    11  legal and official proceedings, shall be regulated thereby.
    12    2. At two o'clock ante meridian on the last Sunday in  April  of  each
    13  year  the standard time throughout this state shall be advanced one hour
    14  from that of the seventy-fifth meridian of longitude  west  from  Green-
    15  wich,  and  the  time  so  advanced  shall  continue to be standard time
    16  throughout this state until the last Sunday in October of the same year,
    17  when such standard time, as so advanced, shall be retarded  to  that  of
    18  the  seventy-fifth  meridian west from Greenwich; and during such period
    19  in each year all courts and public  officers,  and  legal  and  official
    20  proceedings,  shall be regulated in accordance therewith] and all of the

     1  political subdivisions therein shall be daylight savings  time  for  the
     2  eastern time zone of the United States.
     3    §  3. Section 2-106 of the administrative code of the city of New York
     4  is REPEALED.
     5    § 4. This act shall take effect at the earlier  of  two  o'clock  ante
     6  meridian  on the first Sunday of November next succeeding or two o'clock
     7  ante meridian on the second Sunday of March next succeeding  the  amend-
     8  ment  of 15 U.S.C. section 260a permitting the state to observe daylight
     9  savings time for the eastern time zone of the United States permanently;
    10  provided that the secretary of state shall notify the  legislative  bill
    11  drafting  commission  upon  the occurrence of the amendment of 15 U.S.C.
    12  section 260a permitting the state to observe daylight savings  time  for
    13  the eastern time zone of the United States permanently in order that the
    14  commission  may  maintain  an accurate and timely effective data base of
    15  the official text of the laws of the state of New York in furtherance of
    16  effectuating the provisions of section 44 of  the  legislative  law  and
    17  section 70-b of the public officers law.
