Creates a transparency database for contracted not-for-profit organizations; provides such database will include those that are in the process of being approved for contracts, that have received certificates of approval, are approved for contracts, have received renewal contracts, or have been the recipient of fully-executed contracts with the state of New York.

AN ACT to amend the state finance law, in relation to creating a trans-
parency database for contracted not-for-profit organizations
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The state finance law is amended to add a new section 179-
2 ff to read as follows:
3 § 179-ff. Not-for-profit transparency database. 1. For the purposes of
4 promoting transparency, accountability, and accessibility, a database
5 shall be created by the state comptroller that shall include a list of
6 not-for-profit organizations, as defined in subdivision seven of section
7 one hundred seventy-nine-q of this article, that are in the process of
8 being approved for contracts, that have received certificates of
9 approval, are approved for contracts, have received renewal contracts,
10 or have been the recipient of fully-executed contracts with the state of
11 New York.
12 2. (a) The database shall be made publicly accessible and at a mini-
13 mum, be searchable by year, category of issue area, location, including
14 senate and assembly districts respectively, and by organization name.
15 The comptroller may, at their discretion, add additional searchable
16 criteria but shall at no time remove the criteria described in this
17 subdivision.
18 (b) The database shall include, for each entry, a brief description of
19 each contract's purpose.
20 3. The state comptroller shall at all times keep the database up to
21 date, in working condition, and shall make sufficient allocation as
22 appropriate for the proper maintenance of the database.
23 4. The state comptroller will work in conjunction with any relevant
24 state agencies and departments, as appropriate, including the office of

1 the attorney general, to collect and keep up to date all data relevant
2 for the maintenance of such database.
3 5. The database shall be made operational and accessible to the public
4 no later than January first, two thousand twenty-six.
5 § 2. This act shall take effect immediately.
