AN ACT to establish a housing task force addressing affordable housing
for millennials in suburban counties
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. A housing task force to address affordable housing for
2 millennials in suburban counties is hereby established. The role of the
3 task force includes, but is not limited to:
4 (a) facilitating interagency planning and policy;
5 (b) reviewing specific agency initiatives for affordable housing for
6 millennials ages 25 to 35;
7 (c) providing a continuing forum to discuss concerns and issues
8 related to the formulation of state policy designed to help address this
9 issue;
10 (d) developing linkages and partnerships with housing developers and
11 other appropriate entities to address the problem of lack of affordable
12 housing for millennials; and
13 (e) identifying existing state initiatives that would aid in providing
14 millennials with resources to find affordable housing.
15 § 2. On or before two years after the effective date of this act, the
16 task force shall issue its findings, any legislative recommendations or
17 proposed state policy changes it deems necessary to the governor, tempo-
18 rary president of the senate, speaker of the assembly, minority leader
19 of the senate, and minority leader of the assembly. The task force may
20 also issue interim findings, legislative recommendations, or proposed
21 state policy changes it deems necessary at any time.
22 § 3. The task force shall consist of a total of twelve members and
23 shall be appointed as follows: six members shall be appointed by the
24 governor, including one member recommended by the commissioner of the
25 division of housing and community renewal, one member recommended by the

1 commissioner of the department of economic development, one member
2 recommended jointly by the housing finance agency and the state of New
3 York mortgage agency, and one member nominated by each of the county
4 executives of Westchester, Nassau, and Suffolk counties; two members
5 shall be appointed by the temporary president of the senate, including
6 one member recommended by the chair of the senate housing, construction
7 and community development committee; one member shall be appointed by
8 the minority leader of the senate; two members shall be appointed by the
9 speaker of the assembly, including one member recommended by the chair
10 of the assembly housing committee; and one member shall be appointed by
11 the minority leader of the assembly. All members of the task force
12 shall have experience in or represent the following areas: housing
13 providers and associations, real estate providers and associations,
14 mortgage providers and associations and millennial consumers.
15 § 4. The members appointed upon the recommendation of the county exec-
16 utives of Westchester, Nassau and Suffolk counties pursuant to section
17 three of this act shall constitute a sub-task force to focus on afforda-
18 ble housing for millennials in Westchester, Nassau and Suffolk counties.
19 Such sub-task force may also include other members of the task force who
20 may be appointed to serve on the sub-task force by the chairperson of
21 the task force at the chairperson's discretion.
22 § 5. One of the appointments by the governor shall serve as chair-
23 person of the task force.
24 § 6. The members of the task force shall serve without compensation
25 and the empire state development corporation shall be responsible for
26 any expenses incurred by the task force.
27 § 7. All departments, divisions, bureaus, commissions, districts or
28 agencies of the state or any political subdivisions thereof shall, at
29 the request of the chairperson, provide the task force with such facili-
30 ties, assistance and data as will enable the task force to carry out its
31 powers and duties.
32 § 8. This act shall take effect on the ninetieth day after it shall
33 have become a law.
