AN ACT to amend the elder law, in relation to providing elder abuse
prevention training
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The elder law is amended by adding a new section 219-a to
2 read as follows:
3 § 219-a. Elder abuse awareness and prevention training. 1. The direc-
4 tor shall, in cooperation with the office of children and family
5 services and the division of state police:
6 (a) develop and maintain model procedures and educational materials
7 relating to the identification and reporting of the abuse of adults,
8 including physical abuse, sexual abuse, emotional abuse, active neglect,
9 passive neglect, self neglect, and financial exploitation, as such terms
10 are defined in section four hundred seventy-three of the social services
11 law. Such procedures and materials shall be disseminated to senior
12 centers and entities that contract with the office and with the office
13 of children and family services to provide services to elderly persons.
14 Such model procedures and educational materials shall be made publicly
15 available on the office's website. Nothing in this section shall
16 prevent the office from utilizing materials in section two hundred
17 nineteen of this title.
18 (b) develop a program to train senior service providers in the
19 detection and reporting of elder abuse. Such program shall also include
20 training on the counseling of elder abuse victims. Such program shall be
21 made publicly available on the office's website.

1 2. Every senior center and entity that contracts with the office or
2 the office of children and family services to provide services to elder-
3 ly persons shall administer such training program to their employees who
4 regularly interact with elderly persons in the course of their duties.
5 Such training shall be administered upon hire and annually thereafter.
6 § 2. This act shall take effect one year after it shall have become a
7 law.
