AN ACT to amend the vehicle and traffic law, in relation to authorizing
the issuance of licenses and non-driver identification cards contain-
ing a Lifetime Liberty Pass distinguishing mark
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 1 of section 504 of the vehicle and traffic law
2 is amended by adding a new paragraph (a-2) to read as follows:
3 (a-2) Every license or renewal thereof issued to an applicant who:
4 (i) was a member of the armed forces of the United States; (ii) received
5 an honorable discharge or was released therefrom under honorable condi-
6 tions; and (iii) qualifies for and has received a Lifetime Liberty Pass
7 permitting qualified veterans with disabilities discounted use of state
8 parks, historic sites, and recreational facilities operated by the
9 office of parks, recreation and historic preservation and the state
10 department of environmental conservation, shall, upon such person's
11 request and submission of proof as set forth herein, contain a distin-
12 guishing mark, in such form as the commissioner shall determine, indi-
13 cating that such person is a holder of a Lifetime Liberty Pass. Such
14 proof shall consist of a certificate of release or discharge from active
15 duty including but not limited to a DD Form 214, a copy of such person's
16 Lifetime Liberty Pass or other proof satisfactory to the commissioner.
17 The commissioner shall not require fees for the issuance of such
18 licenses or renewals thereof to persons requesting a Lifetime Liberty
19 Pass distinguishing mark which are different from fees otherwise
20 required; provided, however, that notwithstanding the provisions of this
21 section, the commissioner shall not require fees for a duplication or
22 amendment of a license prior to its renewal if such duplication or
23 amendment was solely for the purpose of adding to such license.

2 amended by adding a new paragraph (b-1) to read as follows:
3 (b-1) Every identification card or renewal thereof issued to an appli-
4 cant who: (i) was a member of the armed forces of the United States;
5 (ii) received an honorable discharge or was released therefrom under
6 honorable conditions; and (iii) qualifies for and has received a Life-
7 time Liberty Pass permitting qualified veterans with disabilities
8 discounted use of state parks, historic sites, and recreational facili-
9 ties operated by the office of parks, recreation and historic preserva-
10 tion and the state department of environmental conservation, shall, upon
11 such person's request and submission of proof as set forth herein,
12 contain a distinguishing mark, in such form as the commissioner shall
13 determine, indicating that such person is a holder of a Lifetime Liberty
14 Pass. Such proof shall consist of a certificate of release or discharge
15 from active duty including but not limited to a DD Form 214, a copy of
16 such person's Lifetime Liberty Pass or other proof satisfactory to the
17 commissioner. The commissioner shall not require fees for the issuance
18 of such identification cards or renewals thereof to persons requesting a
19 Lifetime Liberty Pass distinguishing mark which are different from fees
20 otherwise required; provided, however, that notwithstanding the
21 provisions of this section, the commissioner shall not require fees for
22 a duplication or amendment of an identification card prior to its
23 renewal if such duplication or amendment was solely for the purpose of
24 adding a Lifetime Liberty Pass distinguishing mark to such identifica-
25 tion card.
26 § 3. This act shall take effect on the ninetieth day after it shall
27 have become a law. Effective immediately, the addition, amendment
28 and/or repeal of any rule or regulation necessary for the implementation
29 of this act on its effective date are authorized to be made and
30 completed on or before such effective date.
