        AN ACT to amend the social services law, in relation  to  qualifications
          for employees of child day care centers
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Paragraph (b) of subdivision 2  of  section  390-a  of  the
     2  social  services  law, as amended by chapter 416 of the laws of 2000, is
     3  amended to read as follows:
     4    (b) establish relevant minimal experiential and educational qualifica-
     5  tions for employees and directors of child  day  care  centers  or  head
     6  start day care center programs; provided, however, that:
     7    (i)  no further experience relating to childcare shall be required for
     8  a person to be qualified as a group teacher for a preschool class  where
     9  such person possesses:
    10    (1)  an  associate's degree in early childhood, child development or a
    11  related field;
    12    (2) a child  development  associate  credential  or  other  credential
    13  recognized by the office of children and family services that is specif-
    14  ic  to  the  preschool  developmental period, and one year of experience
    15  related to caring for children; or
    16    (3) nine college credits in early childhood, child development,  or  a
    17  related field, with a study plan leading to a:
    18    (A) child development associate credential;
    19    (B)  other  credential recognized by the office of children and family
    20  services that is specific to the preschool development period; or

     1    (C) associate's degree in early childhood,  child  development,  or  a
     2  related  field,  and  one year of experience related to caring for chil-
     3  dren; and
     4    (ii) no further experience relating to childcare shall be required for
     5  a  person  to  be  qualified as a group teacher for an infant or toddler
     6  class where such person possesses:
     7    (1) an associate's degree in early childhood, child development  or  a
     8  related  field, and one year of experience related to caring for infants
     9  and toddlers;
    10    (2) an  infant  and  toddler  child  care  and  education  credential,
    11  infant/toddler  child development associate credential, or other creden-
    12  tial recognized by the office of children and family  services  that  is
    13  specific  to  the  infant/toddler  developmental  period and one year of
    14  experience related to caring for infants and toddlers;
    15    (3) a child development associate credential and one year  of  experi-
    16  ence related to caring for infants and toddlers; or
    17    (4)  nine  college credits in early childhood, child development, or a
    18  related field, with a study plan leading to:
    19    (A) an infant and toddler childcare and education credential;
    20    (B) an infant and toddler child development associate credential;
    21    (C) a child development associate credential;
    22    (D) other credential recognized by the office of children  and  family
    23  services that is specific to the preschool development period; or
    24    (E)  an associate's degree in early childhood, child development, or a
    25  related field, and one year of experience related to caring for  infants
    26  and toddlers;
    27    § 2. This act shall take effect immediately.
