AN ACT to amend the education law and the public health law, in relation
to prescription labels for gonadotropin-releasing hormone agonists,
pubertal suppressants, anabolic steroids, alpha reductase inhibitors,
progestins, or drug classes for hormone replacement therapy for treat-
ment of gender dysphoria
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Paragraph b-1 of subdivision 1 of section 6807 of the
2 education law, as amended by chapter 108 of the laws of 2025, is amended
3 to read as follows:
4 b-1. Notwithstanding paragraph b of this [section] subdivision, the
5 prescription label for mifepristone [or], misoprostol, gonadotropin-re-
6 leasing hormone agonists, pubertal suppressants, anabolic steroids,
7 alpha reductase inhibitors, progestins, or drug classes for hormone
8 replacement therapy for treatment of gender dysphoria, may include the
9 name or address of the dispensing health care practice instead of the
10 name of the dispenser.
11 § 2. Subdivision 1-a of section 6810 of the education law, as amended
12 by chapter 108 of the laws of 2025, is amended to read as follows:
13 1-a. Notwithstanding subdivision one of this section, at the
14 prescriber's request, the prescription label for mifepristone [or],
15 misoprostol, gonadotropin-releasing hormone agonists, pubertal suppres-
16 sants, anabolic steroids, alpha reductase inhibitors, progestins, or
17 drug classes for hormone replacement therapy for treatment of gender

1 dysphoria, shall include the name or address of the prescribing health
2 care practice instead of the name of the prescriber.
3 § 3. Section 280-d of the public health law, as added by chapter 108
4 of the laws of 2025, is amended to read as follows:
5 § 280-d. Patient notification of prescription label change. A health
6 care prescriber shall inform the patient if such prescriber has included
7 or has requested to include the name or address of the prescribing
8 health care practice instead of the name of such prescriber on the
9 prescription label when prescribing mifepristone [or], misoprostol,
10 gonadotropin-releasing hormone agonists, pubertal suppressants, anabolic
11 steroids, alpha reductase inhibitors, progestins, or drug classes for
12 hormone replacement therapy for treatment of gender dysphoria.
13 § 4. This act shall take effect immediately.
