EPSTEIN -- read once and referred to the Commit- tee on Transportation AN ACT to amend the vehicle and traffic law, in relation to certain equipment and reporting requirements for certain businesses that utilize bicycles with electric assist The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The vehicle and traffic law is amended by adding a new 2 section 1244 to read as follows: 3 § 1244. Speed and location tracking for bicycles with electric assist. 4 1. Any business that utilizes bicycles with electric assist as defined 5 in section one hundred two-c of this chapter and rents such bicycles 6 with electric assist to customers shall equip such bicycles with elec- 7 tric assist with speed and location tracking technology. Such businesses 8 shall revoke the customer account of any such customer if such customer 9 is found to have traveled over the speed limit or against the flow of 10 traffic. 11 2. On a biannual basis, such businesses shall report to the department 12 any revocations of customer accounts pursuant to subdivision one of this 13 section. Such report shall include, but shall not be limited to: 14 (a) the reasons for such revocations; and 15 (b) the area in which each customer committed such offense. 16 3. The department shall promulgate rules and regulations to carry out 17 the provisions of this chapter. 18 § 2. This act shall take effect immediately.
