        AN ACT to amend the social services law, in relation to the  composition
          of the interagency task force on human trafficking
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivisions (a) and (c) of section 483-ee  of  the  social
     2  services  law,  subdivision (a) as amended by chapter 498 of the laws of
     3  2025 and subdivision (c) as amended by chapter 413 of the laws of  2016,
     4  are amended to read as follows:
     5    (a)  There  is established an interagency task force on trafficking in
     6  persons, which shall consist of the following members  or  their  desig-
     7  nees: (1) the commissioner of the division of criminal justice services;
     8  (2)  the  commissioner of the office of temporary and disability assist-
     9  ance; (3) the commissioner of health; (4) the commissioner of the office
    10  of mental health; (5) the commissioner of labor; (6) the commissioner of
    11  the office of children and family services; (7) the commissioner of  the
    12  office  of  addiction  services  and  supports;  (8) the director of the
    13  office of victim services; (9) the executive director of the office  for
    14  the  prevention  of  domestic  violence;  (10) the superintendent of the
    15  division of state police; (11) the secretary of state; (12) the  commis-
    16  sioner of the department of transportation; (13) the commissioner of the
    17  department  of  motor  vehicles;  (14) the executive director of the New
    18  York state thruway authority; (15) the commissioner of education and the
    19  following additional members, who shall be  promptly  appointed  by  the
    20  governor,  each  for  a  term  of two years, provided that such person's
    21  membership shall continue after such two year term until a successor  is
    22  appointed  and  provided,  further,  that a member may be reappointed if

     1  again recommended in the manner specified in  this  subdivision:  [(15)]
     2  (16)  two  members,  who shall be appointed on the recommendation of the
     3  temporary president of the senate; [(16)] (17) two members, who shall be
     4  appointed on the recommendation of the speaker of the assembly; (18) two
     5  members,  who  shall  be appointed on the recommendation of the minority
     6  leader of the assembly; (19) two members, who shall be appointed on  the
     7  recommendation  of  the  minority  leader of the senate; [(17)] (20) two
     8  members, who shall be appointed on the recommendation  of  the  not-for-
     9  profit organization in New York state that receives the largest share of
    10  funds,  appropriated  by  and  through  the  state budget, for providing
    11  services to victims of human trafficking, as shall be identified annual-
    12  ly in writing by the director of the budget; (21) one  member,  who  has
    13  been  identified  as  a  survivor  of human trafficking by the office of
    14  temporary and disability assistance and  division  of  criminal  justice
    15  services;  and  [(18)]  (22)  one  member, who shall be appointed on the
    16  recommendation of the president of the New York state  bar  association;
    17  and  others as may be necessary to carry out the duties and responsibil-
    18  ities under this section. The task  force  will  be  co-chaired  by  the
    19  commissioners  of  the  division  of  criminal  justice services and the
    20  office of temporary and disability assistance, or  their  designees.  It
    21  shall  meet  as  often as is necessary, but no less than three times per
    22  year, with at least two meetings  being  open  for  public  viewing  and
    23  participation,  and under circumstances as are appropriate to fulfilling
    24  its duties under this section. The task force shall be deemed  a  public
    25  body  for  the  purpose of article seven of the public officers law, and
    26  meetings shall be subject to open meetings requirements of such article.
    27  All members shall be provided with written notice reasonably in  advance
    28  of  each  meeting with date, time and location of such meeting. Further,
    29  it shall post meeting agendas and meeting minutes on  the  task  force's
    30  dedicated  webpage  on the office of temporary and disability assistance
    31  website.
    32    (c) The task force shall  provide  a  report  on  its  activities  and
    33  efforts from the immediately preceding year to the governor, the speaker
    34  of  the  assembly,  the  minority  leader of the assembly, the temporary
    35  president of the senate and the minority leader of the senate  [no  less
    36  than  annually] by no later than March first, two thousand twenty-seven,
    37  and annually thereafter, and it shall additionally  issue  such  reports
    38  and  recommendations  as  it deems necessary to carry out its duties and
    39  responsibilities.
    40    § 2. This act shall take effect immediately; provided,  however,  that
    41  the  amendments  to  subdivisions  (a)  and (c) of section 483-ee of the
    42  social services law made by section one of this act shall not affect the
    43  repeal of such section and shall be deemed to be repealed therewith.
