AN ACT in relation to authorizing certain health care professionals
licensed to practice in other jurisdictions to practice in this state
in connection with the Milan Cortina Winter Olympic Games sliding
sports competitions, Lake Placid 2026; and providing for the repeal of
such provisions upon expiration thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Notwithstanding any other provision of law to the contrary,
2 any person who is licensed or certified as a physician, physician's
3 assistant, massage therapist, physical therapist, chiropractor, dentist,
4 optometrist, nurse, nurse practitioner, emergency medical technician,
5 podiatrist, or athletic trainer, by a foreign government, may provide
6 professional services within this state without first being licensed
7 pursuant to the provisions of title 8 of the education law or certified
8 pursuant to the provisions in the public health law, as may be applica-
9 ble, to the team athletes, coaches, staff and delegations originating
10 from such foreign government, in connection with the Milan Cortina
11 Winter Olympic Games sliding sports competitions in Lake Placid 2026.
12 Such services shall be limited to athletes and personnel in relation to
13 the Milan Cortina Winter Olympic Games sliding sports competitions, Lake
14 Placid 2026, between the dates of January 27, 2026 and February 25,
15 2026.
16 § 2. Any person who is licensed or certified as a physician, physi-
17 cian's assistant, massage therapist, physical therapist, chiropractor,
18 dentist, optometrist, nurse, nurse practitioner, emergency medical tech-
19 nician, podiatrist, or athletic trainer, in another state or territory
20 who is in good standing in such state or territory, and who has been
21 appointed by the Olympic Regional Development Authority to provide
22 professional services at the Milan Cortina Winter Olympic Games sliding

1 sports competitions, Lake Placid 2026, may provide such professional
2 services to team athletes, coaches, staff and delegations from such
3 state or territory registered to train or compete in the Milan Cortina
4 Winter Olympic Games sliding sports competitions, Lake Placid 2026,
5 without first being licensed pursuant to the provisions of title 8 of
6 the education law or certified pursuant to the provisions of the public
7 health law, as may be applicable. Such services shall be limited to team
8 athletes, coaches, staff and delegations in relation to the Milan Corti-
9 na Winter Olympic Games, Lake Placid 2026, between the dates of January
10 27, 2026 and February 25, 2026.
11 § 3. This act shall take effect January 27, 2026 and shall expire and
12 be deemed repealed February 25, 2026.
