        Introduced  by M. of A. SIMPSON -- read once and referred to the Commit-
          tee on Higher Education -- committee discharged, bill amended, ordered
          reprinted as amended and recommitted to said committee
 
        AN ACT in relation to  authorizing  certain  health  care  professionals
          licensed  to practice in other jurisdictions to practice in this state
          in connection with the Winter World University  Games;  and  providing
          for the repeal of such provisions upon expiration thereof
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Notwithstanding any other provision of law to the contrary,
     2  any person who is licensed or  certified  as  a  physician,  physician's
     3  assistant, massage therapist, physical therapist, chiropractor, dentist,
     4  optometrist,  nurse,  nurse  practitioner, emergency medical technician,
     5  podiatrist or athletic trainer  by  a  foreign  government  may  provide
     6  professional  services  within  this state without a license to the team
     7  athletes, coaches, staff and delegations originating from  such  foreign
     8  government,  in  connection with the Winter World University Games, Lake
     9  Placid 2023. Such services shall be limited to athletes and personnel in
    10  relation to the Winter World University Games, Lake Placid 2023, between
    11  the dates of January 5, 2023 and January 25, 2023.
    12    § 2. Any person who is licensed or certified to practice as  a  physi-
    13  cian,  physician's  assistant,  massage  therapist,  physical therapist,
    14  chiropractor, dentist, optometrist, nurse, nurse practitioner, emergency
    15  medical technician, podiatrist or athletic trainer in another  state  or
    16  territory,  who  is in good standing in such state or territory, and who
    17  has been appointed by the Adirondack North  Country  Sports  Council  to
    18  provide  professional  services  at an event in this state sanctioned by
    19  the Adirondack North Country Sports Council, may  provide  such  profes-
    20  sional  services to team athletes, coaches, staff and delegations regis-
    21  tered to train at a location in this state or registered to  compete  in
    22  an  event  conducted  under the sanction of the Adirondack North Country

     1  Sports Council in this state without first being  licensed  pursuant  to
     2  the  provisions of title 8 of the education law or certified pursuant to
     3  the provisions of the public health law,  as  may  be  applicable.  Such
     4  services  shall  be  limited to team athletes, coaches, staff and deleg-
     5  ations in relation to the Winter World  University  Games,  Lake  Placid
     6  2023, between the dates of January 5, 2023 and January 25, 2023.
     7    §  3.  This act shall take effect January 5, 2023 and shall expire and
     8  be deemed repealed January 25, 2023.
