Enacts the "ratepayer transparency act" which requires bills utilized by public and private gas corporations, electric corporations and gas and electric corporations in levying charges for service to include separate categories for certain charges.

AN ACT to amend the public service law, in relation to enacting the
"ratepayer transparency act"
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. This act shall be known and may be cited as the "ratepayer
2 transparency act".
3 § 2. Subdivision 12-a of section 66 of the public service law, as
4 added by chapter 527 of the laws of 1977, is amended to read as follows:
5 12-a. Have power to fix and alter the format and informational
6 requirements of bills utilized by public and private gas corporations,
7 electric corporations and gas and electric corporations in levying
8 charges for service, to assure simplicity and clarity and to require
9 indication of any adjustment charges, including but not limited to fuel
10 adjustments, in monetary amounts. The commission shall further ensure
11 periodic explanation of applicable rates and rate schedules for the
12 purpose of assisting customers in making the most efficient use of ener-
13 gy. The commission shall further require that bills utilized by public
14 and private gas corporations, electric corporations and gas and electric
15 corporations in levying charges for service include at a minimum, sepa-
16 rate categories for charges related to (a) the supply of electricity or
17 gas, (b) the delivery of electricity or gas, and (c) all charges
18 approved by the commission which have a statewide impact, are not
19 directly related to the recovery of costs for the provision of service
20 within the electric or gas corporation's service territory, and which
21 further a policy of the state beyond the financial integrity of such
22 corporation or its function as a service provider within its service
23 territory.
24 § 3. This act shall take effect January 1, 2027.
