Directs the commissioner of economic development to expand Global NY to establish and administer a global NY reparative economic inclusion program to foster international economic partnerships, trade, investment and workforce development opportunities between New York state and nations, regions, communities and organizations representing or comprised of people of African descent.

AN ACT to amend the economic development law, in relation to expanding
Global NY to promote reparative economic inclusion and diaspora part-
nerships with nations and peoples of African descent
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The economic development law is amended by adding a new
2 section 226 to read as follows:
3 § 226. Global NY reparative economic inclusion program. (a) The
4 commissioner shall expand Global NY to establish and administer a global
5 NY reparative economic inclusion program to foster international econom-
6 ic partnerships, trade, investment, and workforce development opportu-
7 nities between New York state and nations, regions, communities, and
8 organizations representing or comprised of people of African descent,
9 including but not limited to:
10 (i) the African Union and its member states;
11 (ii) the Caribbean Community and its member states;
12 (iii) the Organization of African, Caribbean and Pacific States;
13 (iv) nations with significant African diaspora populations; and
14 (v) international diaspora organizations.
15 (b) The purposes of the Global NY reparative economic inclusion
16 program shall include:
17 (i) supporting reparative trade agreements and commercial partnerships
18 that advance economic opportunity for African-descended peoples;
19 (ii) facilitating bilateral and multilateral trade missions focused on
20 sectors including healthcare, green energy, infrastructure, agriculture,
21 technology, arts and culture, education, and financial services;
22 (iii) developing diaspora investment zones and enterprise assistance
23 programs for African-descended entrepreneurs in New York state and
24 abroad;

1 (iv) providing technical assistance, export support, and access to
2 financing for minority-owned businesses engaged in global trade; and
3 (v) supporting state level economic mobility partnerships that miti-
4 gate the impact of federal immigration restrictions on African-descended
5 populations.
6 (c) The commissioner shall coordinate with:
7 (i) the division of minority and women's business development;
8 (ii) the department of state;
9 (iii) the office for new Americans;
10 (iv) the division of human rights;
11 (v) the United Nations Permanent Forum on People of African descent;
12 and
13 (vi) relevant international and domestic governmental bodies, chambers
14 of commerce, academic institutions, and non-governmental organizations.
15 (d) The commissioner shall submit an annual report to the governor,
16 the temporary president of the senate, the speaker of the assembly, and
17 the chairpersons of the relevant legislative committees, detailing the
18 activities, partnerships, and outcomes of the Global NY reparative
19 economic inclusion program.
20 § 2. This act shall take effect immediately.
