        AN  ACT  to  amend  the  administrative code of the city of New York, in
          relation to requiring  certain  landlords  and  property  managers  to
          provide notice to tenants on proper protocols for recycling
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The administrative code of the city of New York is  amended
     2  by adding a new section 16-315.1 to read as follows:
     3    §  16-315.1  Recycling protocols; notice. 1. Each landlord or property
     4  manager in a city of a million or more of a public or private  multi-fa-
     5  mily  building shall be required to issue to each tenant a notice, annu-
     6  ally and upon signing of a new lease and/or renewal  lease,  to  educate
     7  tenants  about the types of items that are required to be separated from
     8  regular trash by state or local  law,  rule,  regulation  or  ordinance.
     9  Each  landlord  or  property manager shall distribute such notice to all
    10  tenants via mail or electronic correspondence in a manner they see  fit,
    11  so that the tenants can easily access and view the notice.
    12    2.  The  notice  required  by  this  section shall be developed by the
    13  department and shall  include,  at  minimum,  information  on  materials
    14  accepted  for  recycling, including organic waste, proper procedures for
    15  separating items, and resources  for  tenants  with  questions  on  what
    16  specific  materials  can  be  recycled.  In  addition,  the notice shall
    17  provide space for each building's owner, or the building owner's  desig-
    18  nated  representative,  to advise tenants where to place materials to be
    19  recycled within their building or on the premises.

     1    3. The department shall prepare and make a sample notice available  on
     2  its  website  for  download  and  distribution by landlords and property
     3  managers pursuant to subdivision one of this section.
     4    § 2. This act shall take effect on the one hundred eightieth day after
     5  it shall have become a law.
