AN ACT to amend the arts and cultural affairs law, in relation to imple-
menting a New York resident discount at major sporting events
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The arts and cultural affairs law is amended by adding a
2 new section 25.14 to read as follows:
3 § 25.14. Sports ticket pricing. 1. Notwithstanding any other provision
4 of law, all professional sporting venues which receive public monies, or
5 which were constructed using public monies, shall offer for events open
6 for admission to the public a discount on general admission tickets to
7 New York state residents in the amount of fifty per centum of the face-
8 value of such ticket. Such venues may develop their own rules and regu-
9 lations including, but not limited to, enforcement of residency require-
10 ments and the mode in which discounted tickets may be purchased.
11 2. (a) Any sporting venue which is not required to provide a discount
12 pursuant to subdivision one of this section may and shall be encouraged
13 to provide such or similar discount.
14 (b) Any sporting venue which is required to provide a discount pursu-
15 ant to subdivision one of this section may provide a discount greater
16 than what is required by subdivision one of this section. Such venues
17 may also provide discounts on premium tickets, upgrades, add-ons,
18 memberships, and other charges in addition to a general admission tick-
19 et.
20 3. In order to receive a discount pursuant to subdivision one of this
21 section, a New York state drivers' license, learner permit, or non-dri-
22 ver identification card shall be proof of New York residence. In the
23 case of minors, if such minor does not have an identification document,
24 proof of residency by the parent or guardian of such minor shall be
25 adequate proof of residence of such minor. Other government-issued iden-

1 tification documents bearing a current New York state address, such as a
2 United States passport or an IDNYC, shall also be adequate proof of
3 residence. Venues may allow other forms of proof of residency, at their
4 discretion.
5 4. No sporting venue shall raise the face value of tickets above fair
6 market value or implement any surcharge in connection to any discount
7 provided pursuant to this section. Nothing in this section shall be
8 construed to exempt any venue from the provisions of this article.
9 § 2. This act shall take effect on the ninetieth day after it shall
10 have become a law.
