          TERMAN, DAVILA -- read once and referred to the Committee on Cities
 
        AN ACT to amend the administrative code of the  city  of  New  York,  in
          relation  to  establishing the citywide leadership team; and making an
          appropriation therefor

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Title  21-A of the administrative code of the city of New
     2  York is amended by adding a new chapter 23-A to read as follows:
     3                                CHAPTER 23-A
     4                              LEADERSHIP TEAMS
     5    § 21-990.1 Citywide leadership team. a. The Citywide  Leadership  Team
     6  is   based   on  the  NYS  commissioner's  regulations  100.11  and  The
     7  Chancellor's Regulations A-655 Article  XIII,  and  the  Manhattan  High
     8  Schools  Presidents  Council  Resolution  adopted  May 26, 2021, for the
     9  largest school district in New York state and nation to  adhere  to  and
    10  engage  stakeholders  accordingly,  and will serve as a model for school
    11  and  district leadership teams to ensure they are operating effectively,
    12  to align the school based budget with a comprehensive education plan, so
    13  every New York city public school student  has  direct  access  to  high
    14  quality educational opportunities.
    15    b.    The citywide leadership team shall consist of twenty-five repre-
    16  sentatives. Members shall be appointed by the following  groups  in  the
    17  following manner:
    18    1.  the  New  York city public school chancellor, or a senior official
    19  selected by the chancellor;
    20    2. one representative who is the president of the  council  of  school
    21  supervisors  and  administrators;  or  a senior official selected by the
    22  president;
    23    3. one representative  who is the president of the  united  federation
    24  of teachers; or a senior official selected by the president;

     1    4.  one  representative  who  is the president of the district council
     2  thirty-seven; or a senior official selected by the president;
     3    5.  one  representative  who is president of local two hundred thirty-
     4  seven; or a senior official selected by the president.
     5    6. nine parent representatives to be selected by  PTA  Presidents  via
     6  Presidents Councils as follows:
     7    (a) one representative from each borough;
     8    (b) one representative from high schools;
     9    (c) one representative from an individualized education plan (IEP);
    10    (d) one representative from English language learners; and
    11    (e) one representative from union D75.
    12    7. ten representatives shall be student representatives to be selected
    13  by  presidents  of  student governments/councils, two students from each
    14  borough.
    15    8. Additional representatives from community based  organizations  and
    16  school affiliated agencies as needed.
    17    c.  The  citywide  leadership  team  shall  ensure  that  parents' and
    18  students' voices are represented in all education decision-making, shall
    19  ensure education policies considered or  implemented  are  conducive  to
    20  promoting  student  achievement  and  enhancing  the  overall quality of
    21  education for students attending public schools in the city of New York,
    22  and shall include all stakeholders at all stages of the  decision-making
    23  process.  The  responsibilities  of  the  citywide leadership team shall
    24  include:
    25    1. serve as a model for school and district leadership teams;
    26    2. providing necessary support for school leadership teams  to  effec-
    27  tively align the school base budget with comprehensive education plan;
    28    3.  empowering  school district leadership teams and school leadership
    29  teams to contribute to the development  of  the  citywide  comprehensive
    30  education  plan to facilitate cohesive education policies throughout all
    31  districts by providing uniformed plans basic enough  for  districts  and
    32  schools  to  implement  teaching  and  learning  specifically  for their
    33  district's respective needs;
    34    4. developing and maintaining a one page check sheet for school  lead-
    35  ership  teams  to report quarterly to district leadership teams, and for
    36  district leadership teams to report bi-annually to the citywide  leader-
    37  ship  team, to help cohesively facilitate the duties of the department's
    38  school and district improvement liaisons to oversee  department  central
    39  accountability. The citywide leadership team and chancellor shall report
    40  State of the Schools annually in the month of July to the New York state
    41  department  of  education, the New York city public school system and to
    42  the public;
    43    5. reporting to their respective constituents and  bringing  concerns,
    44  recommendations, and ideas of their respective school communities to the
    45  citywide leadership team; and
    46    6.  The citywide leadership team co-developers will provide advisement
    47  to ensure fairness, effectiveness and accountability.
    48    d. The citywide leadership team shall:
    49    1. hold a summit at least three times a school year, and hold meetings
    50  when special circumstances arise;
    51    2. shall have a standing committee called  the  legislative  committee
    52  that  will  provide professional development for education stakeholders,
    53  and carry out the main mission of creating a single document, the  city-
    54  wide  comprehensive education plan, that represents the consensus of all
    55  New York city education stakeholders. As  required,  further  committees
    56  can be formed;

     1    3.  draft  its  own  bylaws,  which  shall be consistent with both the
     2  chancellor's and the state's regulations;
     3    4.  operate  all meetings and summits in accordance with article seven
     4  of the public officers law and Robert's Rules of Order;
     5    5. formulate and officiate a mission statement, design and  develop  a
     6  plan to meet mission objectives, establish accountability and evaluation
     7  methods for the citywide leadership team, district leadership teams, and
     8  school  leadership  teams,  and  maintain harmonization across all three
     9  levels of teams;
    10    6. share information with  their  respective  constituents  and  bring
    11  their  feedback  to  the  citywide leadership team for consideration and
    12  deliberation; and
    13    7. allow members of the  public  to  submit  questions,  comments,  or
    14  suggestions in writing in advance of any meeting or summit for consider-
    15  ation  by  the  citywide  leadership team, along with the chancellor and
    16  presidents of unions.
    17    8. A quorum shall  consist  of  seven  members,  including  one  union
    18  member,  four  parents,  and  two  students  with  at least two boroughs
    19  represented.
    20    § 2. The sum of two hundred fifty thousand dollars  ($250,000.00),  or
    21  so  much  thereof  as  may  be necessary, is hereby appropriated  to the
    22  department of education out of any moneys in the state treasury  in  the
    23  general fund to the credit of the New York city department of education,
    24  not otherwise appropriated, and made immediately available for expenses,
    25  including  for  an executive administrator, administrative assistant and
    26  stipends for parents and students participating on the citywide  leader-
    27  ship  team, and for incidental expenses. Such moneys shall be payable on
    28  the audit and warrant  of  the  comptroller  on  vouchers  certified  or
    29  approved by the department of education in the manner prescribed by law.
    30    §  3.  This  act shall take effect on the ninetieth day after it shall
    31  have become a law. Effective immediately, the addition, amendment and/or
    32  repeal of any rule or regulation necessary  for  the  implementation  of
    33  this  act  on its effective date are authorized to be made and completed
    34  on or before such effective date.
