AN ACT directing the office of the state comptroller to conduct a study
on establishing a universal pension system in the state of New York
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The office of the state comptroller is authorized and
2 directed to conduct a comprehensive study regarding establishing a
3 universal pension system in the state of New York. Such study shall
4 include, but shall not be limited to:
5 (a) an estimate of the number of New Yorkers who would be eligible for
6 a universal pension;
7 (b) an analysis of including nontraditional workers, such as gig,
8 part-time, and seasonal workers in such universal pension system;
9 (c) a review of universal pension systems in other countries, such as
10 New Zealand, Denmark, and Norway;
11 (d) an analysis of the possible funding mechanisms for such universal
12 pension system, such as employee contributions, employer contributions,
13 voluntary contributions, and state support;
14 (e) an assessment of the short-term fiscal impacts on the state,
15 employers, and employees;
16 (f) an assessment of the long-term fiscal impacts on the state,
17 employers, and employees;
18 (g) an examination of how a universal pension would interact with
19 social security, Medicare, and other federal retirement programs;
20 (h) an identification of statutory changes needed in New York state
21 law to create such universal pension system; and
22 (i) an evaluation of the potential ways such universal pension system
23 could be structured.
24 § 2. No later than one year after the effective date of this act, the
25 office of the state comptroller shall submit a report of such study to

1 the governor, the temporary president of the senate, the speaker of the
2 assembly, the minority leader of the senate, the minority leader of the
3 assembly, the chair of the senate investigations and government oper-
4 ations committee, the ranking member of the senate investigations and
5 government operations committee, the chair of the assembly government
6 operations committee, and the ranking member of the assembly government
7 operations committee.
8 § 3. This act shall take effect on the ninetieth day after it shall
9 have become a law.
