        AN ACT to amend the public authorities law, in relation to free bus fare
          for  students  on  the  Metropolitan  Transportation Authority omnibus
          service

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  1266 of the public authorities law is amended by
     2  adding a new subdivision 20 to read as follows:
     3    20. Notwithstanding any other provision of law, the authority and  any
     4  of  its subsidiary corporations shall establish and implement a free bus
     5  fare program for all full-time undergraduate  students  enrolled  in  an
     6  associates  or  bachelors program at an accredited college. The free bus
     7  fare program established and implemented pursuant  to  this  subdivision
     8  shall  be in operation during all hours in which such authority provides
     9  omnibus services, and such program shall not be limited in operation  to
    10  off-peak  hours or to any other hours designated by the authority or its
    11  subsidiary corporations. The chairman shall establish and implement  all
    12  rules and regulations necessary to effectuate this subdivision.
    13    §  2. This act shall take effect on the first of January next succeed-
    14  ing the date on which it shall have become a law.
