        AN  ACT  to  amend  the  education law, in relation to defining academic
          excellence relating to the New York state masters-in-education teacher
          incentive scholarship program

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivision  1  of section 669-f of the education law, as
     2  amended by chapter 516 of the laws  of  2025,  is  amended  to  read  as
     3  follows:
     4    1.  Eligibility. Students who are matriculated in an approved master's
     5  degree in education program at a New York state college, as  defined  in
     6  subdivision  two  of section six hundred one of this title, leading to a
     7  career as a teacher in public elementary or secondary education shall be
     8  eligible for an award under this section, provided  the  applicant:  (a)
     9  earned an undergraduate degree from a college located in New York state;
    10  (b)  was  a  New  York  state  resident while earning such undergraduate
    11  degree; (c) achieved [academic  excellence]  a  cumulative  grade  point
    12  average of three and a half or higher on a four point scale as an under-
    13  graduate  student[,  as  defined by the corporation in regulation] or in
    14  their first semester in an approved master's degree in education program
    15  at a New York state public institution of higher education; (d)  enrolls
    16  or  is  enrolled  in  full-time  study in an approved master's degree in
    17  education program at a New York state college, as defined in subdivision
    18  two of section six hundred one of this title, leading to a career  as  a
    19  teacher  in  public  elementary  or  secondary  education;  (e)  signs a
    20  contract with the corporation agreeing to teach in a  classroom  setting
    21  on  a full-time basis for five years in a school located within New York
    22  state providing public elementary or secondary education  recognized  by
    23  the board of regents or the university of the state of New York, includ-
    24  ing  charter  schools  authorized  pursuant to article fifty-six of this

     1  chapter; and (f) complies with the applicable provisions of this article
     2  and all requirements promulgated by the  corporation  for  the  adminis-
     3  tration of the program.
     4    §  2.  This act shall take effect on the first of July next succeeding
     5  the date upon which it shall have become a law.  Effective  immediately,
     6  the  addition,  amendment and/or repeal of any rule or regulation neces-
     7  sary for the implementation of  this  act  on  its  effective  date  are
     8  authorized to be made and completed on or before such date.
