AN ACT to amend the legislative law, in relation to requiring state
agencies report to the relevant committees on a biannual basis
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The legislative law is amended by adding a new section 31-a
2 to read as follows:
3 § 31-a. Biannual appearances and inquiries in respect to state agen-
4 cies; procedure regulated. 1. For the purposes of this section, "state
5 agency" shall mean the following:
6 (a) state board of elections;
7 (b) canal corporation;
8 (c) city university of New York;
9 (d) department of agriculture and markets;
10 (e) department of civil services;
11 (f) department of corrections and community supervision;
12 (g) department of education;
13 (h) department of environmental conservation;
14 (i) department of financial services;
15 (j) department of health;
16 (k) department of labor;
17 (l) department of motor vehicles;
18 (m) department of public service;
19 (n) department of taxation and finance;
20 (o) department of transportation;
21 (p) department of veteran services;
22 (q) division of consumer protection;
23 (r) division of criminal justice services;
24 (s) division of homeland security and emergency services;
25 (t) division of human rights;
26 (u) division of military and naval affairs;
27 (v) division of state police;
28 (w) division of the budget;

1 (x) dormitory authority;
2 (y) empire state development corporation;
3 (z) New York state energy research and development authority;
4 (aa) New York state gaming commission;
5 (bb) division of homes and community renewal;
6 (cc) the state liquor authority;
7 (dd) metropolitan transit authority;
8 (ee) New York state insurance fund;
9 (ff) the New York state office for new Americans;
10 (gg) office for people with developmental disabilities;
11 (hh) state office for the aging;
12 (ii) office for the prevention of domestic violence;
13 (jj) office of addiction services and supports;
14 (kk) office of cannabis management;
15 (ll) office of children and family services;
16 (mm) office of emergency management;
17 (nn) office of fire prevention and control;
18 (oo) office of general services;
19 (pp) office of information technology services;
20 (qq) office of mental health;
21 (rr) office of parks, recreation and historic preservation;
22 (ss) office of temporary and disability assistance;
23 (tt) office of victim services;
24 (uu) office of inspector general;
25 (vv) port authority;
26 (ww) power authority;
27 (xx) state university of New York;
28 (yy) thruway authority; and
29 (zz) workers compensation board.
30 2. The heads of each state agency, or a designee if such agency does
31 not have a head, shall appear and be heard before the relevant commit-
32 tees of the houses of the legislature on a biannual basis. Such appear-
33 ance by the head of such state agency shall be made in person. The head
34 of each state agency shall answer questions by the committees of the
35 houses of the legislature concerning agency operations, state policy,
36 and any other relevant matters under the jurisdiction of such state
37 agency.
38 § 2. This act shall take effect on the first of January next succeed-
39 ing the date upon which it shall have become a law. Effective immediate-
40 ly, the addition, amendment and/or repeal of any rule or regulation
41 necessary for the implementation of this act on its effective date are
42 authorized to be made and completed on or before such date.
