        AN  ACT  directing  the division of state police in conjunction with the
          department of transportation to conduct a study on the feasibility  of
          using  technology to screen cars coming into the state of New York for
          weapons

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  division  of  state  police  in conjunction with the
     2  department of transportation is hereby directed to conduct  a  study  on
     3  the  feasibility  of implementing technology to screen all incoming cars
     4  arriving to the state of New York for weapons. Such study shall evaluate
     5  all available technologies and such evaluation shall include, but not be
     6  limited to:
     7    1. The cost of installing and implementing available  technologies  to
     8  screen incoming cars arriving to the state of New York.
     9    2.  The  accuracy  of  such  available technologies when screening for
    10  weapons.
    11    3. The effect of installed available technologies on effective traffic
    12  law within the state of New York.
    13    4. Determining which available technologies  best  protect  the  civil
    14  liberties of New Yorkers and persons arriving from outside the state.
    15    §  2. No later than one year after the effective date of this act, the
    16  division of state police shall prepare and submit a report to the gover-
    17  nor, the temporary president of the  senate,  and  the  speaker  of  the
    18  assembly.  Such  report shall provide recommendations on the best avail-
    19  able technology that screens incoming cars for weapons arriving  to  New
    20  York state and any recommendations for legislative action as it may deem
    21  necessary and appropriate.
    22    §  3.  This  act shall take effect on the ninetieth day after it shall
    23  have become a law.
