        COMMEMORATING  the  10th Anniversary of the Foster
        Youth College Success Initiative
 
  WHEREAS, It is the sense of this Legislative Body to  take  note  of
and  publicly acknowledge the purposeful endeavors that serve to enhance
the lives of the youth of our great State; and
 
  WHEREAS, Attendant to such concern, and  in  full  accord  with  its
long-standing  traditions,  this  Legislative  Body  is  justly proud to
commemorate the 10th Anniversary of the  Foster  Youth  College  Success
Initiative,  to be celebrated on Tuesday, April 28, 2026, at the Corning
Tower Observation Deck in Albany, New York; and
 
  WHEREAS, The Foster Youth College Success Initiative  (FYCSI)  is  a
state  program  specifically  for  foster  youth  who  are in college or
entering college and  is  designed  to  provide  support  and  financial
assistance  to  help  them  achieve  academic  success  and meet college
expenses; and
 
  WHEREAS, The program's intention is to meet the full range of  needs
of each FYCSI student to ensure that unnecessary obstacles do not derail
a student's educational pursuits; and
 
  WHEREAS, Funding through the Foster Youth College Success Initiative
is  provided based on need and supports the costs necessary for eligible
students to attend college including tuition and fees,  meals,  housing,
books  and  supplies,  transportation,  academic  support,  and personal
expenses; and
 
  WHEREAS, The Foster Youth College Success Initiative  serves  foster
youth  across  SUNY,  CUNY,  and  independent  colleges and universities
throughout  New  York  State,  reflecting  a  statewide  commitment   to
equitable access to higher education; and
 
  WHEREAS,  Foster youth are a population to whom New York State bears
a particular responsibility, and  supporting  their  success  in  higher
education  reflects  this  Legislative  Body's  commitment to equity and
opportunity for every young New Yorker; and
 
  WHEREAS, It is the sense of this  Legislative  Body  to  acknowledge
that  those  initiatives  which  enhance  the  well-being and success of
citizens of  New  York  State  and  have  shown  a  long  and  sustained
commitment  to  education,  certainly  have  earned  the recognition and
applause of all the citizens of this great Empire State; now, therefore,
be it
 
  RESOLVED, That this Legislative Body pause in its  deliberations  to
commemorate  the  10th  Anniversary  of the Foster Youth College Success
Initiative.
