MOURNING the death of Philip E. Zachman,
distinguished United States Army veteran, dedicated
public servant, and devoted family man
WHEREAS, It is the sense of this Legislative Body to honor and
commemorate the lives of those esteemed citizens whose integrity,
service, and dedication have left a lasting impact upon their families,
communities, and the State of New York; and
WHEREAS, Philip E. Zachman, a resident of Carmel, New York, passed
away peacefully on March 28, 2026, at the age of 94; and
WHEREAS, Born on October 3, 1931, in the Bronx, New York, Philip E.
Zachman was the son of the late Gustave and Matilda Melosh Zachman; and
WHEREAS, Philip E. Zachman completed his early education and later
attended welding school, acquiring specialized skills that formed the
foundation of a lifelong career defined by craftsmanship, diligence, and
perseverance; and
WHEREAS, In recognition of his duty to country, Philip E. Zachman
proudly served in the United States Army, exemplifying honor,
discipline, and commitment to service greater than self; and
WHEREAS, Following his military service, Philip E. Zachman was
employed at Century Coating in Queens, New York, where he demonstrated
strong work ethic and technical skill; and
WHEREAS, He later devoted many years of dedicated service as a
foreman with the ASPCA Animal Control, where he was known for his
responsibility, professionalism, and steadfast commitment to the welfare
of animals and the safety of the community; and
WHEREAS, Philip E. Zachman was predeceased by his beloved wife,
Irene Tobin Zachman, in 2011, as well as his brothers, Robert Zachman
and Donald Zachman; and
WHEREAS, He is survived by his devoted sons, Thomas W. Zachman and
Michael P. Zachman and his wife, Antonnette, who will carry forward his
legacy through the values of hard work, integrity, and devotion he
instilled in them; and
WHEREAS, Philip E. Zachman's family was the center of his life, and
he found his greatest joy and fulfillment in the bonds he shared with
those closest to him; and
WHEREAS, Known for his steadfast character, quiet strength, and
dependable nature, Philip E. Zachman earned the respect, admiration, and
affection of all who had the privilege of knowing him; and
WHEREAS, His life was marked by service, both to his country and to
his community, as well as by unwavering dedication to family and a
strong commitment to hard work and integrity; and
WHEREAS, The passing of Philip E. Zachman represents a profound loss
to his family, friends, and all who were touched by his kindness,
dedication, and steady presence; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Philip E. Zachman, recognizing with deep appreciation
his military service, professional contributions, and lifelong devotion
to his family and community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Philip E. Zachman.
