commitment, dedication, integrity and professionalism which truly
exemplifies excellence in volunteer service; and

WHEREAS, Firefighters unwaveringly serve our great State with pride,
valor, and integrity; these respected volunteers are often the first to
respond to an emergency, whether the emergency is a fire, transportation
accident, natural disaster, act of terrorism, medical crisis, or spill
of hazardous materials; and

WHEREAS, Located in the Finger Lakes Region of Central New York, the
Horseheads Fire Department provides fire, rescue, and emergency medical
services to approximately 6,400 residents of the Village of Horseheads
and has long stood as a cornerstone of public safety within the
community; and

WHEREAS, Since its organization in July of 1873, more than 1,136 men

proud tradition of service, sacrifice, and dedication that continues to
this day; and

WHEREAS, The members of the Horseheads Fire Department work in close

Horseheads; and

Department has remained steadfast in its mission to safeguard the
community, and its members take great pride in serving the residents of
this fine village; and

WHEREAS, It takes a special dedication, a strong desire to help
others and a tireless sense of community to forsake precious time with

Arthur Sullivan is such a firefighter; and

WHEREAS, Throughout 50 years of devoted service, Arthur Sullivan has
heroically performed, above and beyond the call of duty, those
