HONORING Dr. Pablo Ulloa for his staunch advocacy
on behalf of Dominican Americans in the State of New
York and for hosting an important event series in
the Bronx and Manhattan, New York
WHEREAS, It is the custom of this Legislative Body to honor those
enduring individuals who devote their purposeful energies to improving
the quality and dignity of life of those they serve, to preserving their
heritage, and to fostering pride among them; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Dr. Pablo Ulloa for his staunch advocacy on behalf of Dominican
Americans in the State of New York, in conjunction with the observance
of Dominican Heritage Month; and
WHEREAS, For hosting an important event series on the topic of human
rights in the Bronx and Manhattan, Dr. Pablo Ulloa shall be recognized
and thanked on behalf of the citizenry of this great State; and
WHEREAS, Dr. Pablo Ulloa is hosting these commendable events on
February 27, 2025, at Gregorio Luperon High School in Manhattan, and on
February 28, 2025, at Lehman College in the Bronx; and
WHEREAS, Dr. Pablo Ulloa is currently the Ombudsman of the Dominican
Republic, a constitutional power that is responsible for defending the
rights of citizens and good public administration; his work is
transcending borders and having a significant impact in the State of New
York, where one of the largest Dominican communities outside the country
resides; and
WHEREAS, A lawyer, psychologist and public policy expert, Dr. Pablo
Ulloa is committed to the development of a fairer and more equitable
Dominican Republic; with a PhD in Government, Public Policy and Society,
and master's degrees in Senior Public Management, Economics and
International Cooperation, and in Public Policy Formulation for
Education, his academic and professional career reflects a constant
dedication to excellence and the construction of innovative solutions
for the country; and
WHEREAS, Throughout his career, Dr. Pablo Ulloa has worked with
organizations such as the Inter-American Development Bank (IDB), the
World Bank (WB) and the European Union, leading projects of great impact
for the region; and
WHEREAS, Furthermore, he was the first executive director of the
Constitutional Court of the Dominican Republic, an experience that
consolidated his commitment to strengthening the rule of law and
institutional transparency; and
WHEREAS, In addition to his professional work, Dr. Pablo Ulloa is a
recognized columnist, lecturer, and panelist on issues of economy,
public policies, transparency, and modernization of the state,
contributing his vision and experience in various national and
international forums; its focus is on the creation of policies that
respond to the needs of citizens, on efficiency in public management and
on the promotion of a welfare state that promotes the development of
each Dominican; and
WHEREAS, Dr. Pablo Ulloa is a strong advocate of a welfare state
that promotes the development of every Dominican, and his vision is a
country where opportunities and justice are accessible to all; and
WHEREAS, From the defense of fundamental rights to the promotion of
services and assistance for Dominicans in New York, the Ombudsman
reaffirms his commitment to the diaspora, consolidating its role as a
bridge between citizens and authorities, regardless of the distance; and
WHEREAS, Dr. Pablo Ulloa's advocacy stands as a testament to his
unwavering commitment to improving the lives of underserved communities;
through his tireless efforts, he has championed the importance of
equitable access to healthcare, education, and social services, ensuring
that marginalized populations receive the support and resources they
deserve; and
WHEREAS, His work has not only brought about meaningful change in
policy and practice but has also inspired countless others to join in
the fight for social justice; Dr. Pablo Ulloa's legacy is one of
compassion, leadership, and a deep dedication to creating a more
inclusive and fair society for all; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Pablo Ulloa for his staunch advocacy on behalf of Dominican
Americans in the State of New York and for hosting an important event
series in the Bronx and Manhattan, New York; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dr. Pablo Ulloa.
