BY: Senator RHOADS

HONORING 3rd Assistant Fire Chief Jeffrey

special recognition for his prompt actions while at
the scene of a medical emergency

WHEREAS, It is the sense of this Legislative Body to recognize the
caring concern and heroic acts of exemplary citizens who take prompt and
appropriate action in emergency situations, and in doing so, help others
to avert life-threatening danger; and

WHEREAS, Attendant to such concern and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
3rd Assistant Fire Chief Jeffrey Rosenthal upon the occasion of his
designation for special recognition for his prompt actions while at the
scene of a medical emergency on Monday, November 25, 2024, at the East
Meadow Fire Department Station No. 3; and

WHEREAS, On November 25, 2024, Engine Company No. 3 had just
finished its company meeting and its members began seating themselves
for a shared dinner; moments after everyone had begun eating, a
firefighter at the station began to show signs of distress and inability
to breathe; and

WHEREAS, The firefighter in distress had used the universal sign for
choking-two hands around his throat, causing 3rd Assistant Fire Chief
Jeffrey Rosenthal, a Registered Nurse, to quickly jump into action to
assist with the victim's choking; and

WHEREAS, Upon assessing the situation, 3rd Assistant Fire Chief
Jeffrey Rosenthal immediately began to administer lifesaving measures
such as the Heimlich maneuver on the firefighter in need, ultimately
clearing the lodged food item that was blocking the firefighter's
airway; and

WHEREAS, After several tense minutes, the firefighter established
normal breathing and his vitals reached normal limits, allowing him to
continue with the dinner and not need further medical treatment or
assistance; and

WHEREAS, This act was witnessed by the members of East Meadow Fire
Department Engine Company No. 3; the officers of Engine Company No. 3
and the Chief's Office believe that due to 3rd Assistant Chief
Rosenthal's quick and decisive actions, a critical event was prevented
from occurring, which could have resulted in the firefighter's serious
injury or even death; and

WHEREAS, A credit to his experience as a former Emergency Medical
Critical Care Technician and as a current Registered Nurse, 3rd
Assistant Fire Chief Jeffrey Rosenthal's ability to remain calm in an
emergency, his extensive training, and valuable skillset directly led to
the swift application of lifesaving actions, truly saving the life of
another individual; and

WHEREAS, 3rd Assistant Fire Chief Jeffrey Rosenthal, through his
spontaneous and heroic actions, demonstrated his character and his
compassion for the welfare of others, personifying, by virtue of his
actions, the collective concern of ordinary citizens across the
community of the State of New York who voluntarily respond when others
need help; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
