Senate Resolution No. 445

        MOURNING    the   death   of   Alma   E.   Rangel,
        distinguished citizen  and  devoted  member  of  her
        community
 
  WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens  of  the  State  of  New York whose lifework and civic endeavor
served to enhance the quality of life  in  their  communities  and  this
great Empire State; and
 
  WHEREAS,  Alma  E. Rangel died on Monday, September 16, 2024, at the
age of 99; and
 
  WHEREAS, Alma E. Carter was born on August 12, 1925; throughout  her
life,  she  was  passionate,  socially  conscious, and driven in all her
endeavors; one way she served her community  was  her  occupation  as  a
social  worker;  in  1964,  she  married Charles B. Rangel, a burgeoning
politician; and
 
  WHEREAS, Described as a woman of great vision, Alma E. Rangel was  a
vital component of several organizations, including Founder and Chair of
the  Congressional  Black Caucus Spouses, President and CEO of the Ralph
J.  Rangel Foundation, which provides academic  scholarships,  and  Vice
Chair  of  the  New  York  Foundation  for  Senior  Citizens'  Board  of
Directors; and
 
  WHEREAS, As Vice  Chair  of  the  New  York  Foundation  for  Senior
Citizens  for more than 46 years, Alma E. Rangel's hard work resulted in
the construction of  the  Alma  Rangel  Gardens,  an  89-unit  apartment
building which provides housing and support services for Harlem's senior
citizens who have low or moderate income; and
 
  WHEREAS,  Alma  E.  Rangel  was  a  longtime  activist  with sincere
commitment to her family, her community, and the State of New York; and
 
  WHEREAS, Revered as an elegant,  genuinely  caring,  dedicated,  and
supportive  advocate  of  exemplary integrity, Alma E. Rangel was a true
and cherished friend to so many who loved her in return, and she will be
greatly missed and lovingly remembered as an inspiration to many; and
 
  WHEREAS, Alma E. Rangel is survived by her beloved husband,  retired
Congressman,  Charles  B.  Rangel;  her  son,  Steven; and her daughter,
Alicia; and
 
  WHEREAS, Armed with a humanistic spirit and imbued with a  sense  of
compassion, Alma E. Rangel leaves behind a legacy which will long endure
the  passage  of  time and will remain as a comforting memory to all she
served and befriended; now, therefore, be it
 
  RESOLVED, That this Legislative Body pause in its  deliberations  to
mourn  the  death  of  Alma E. Rangel, distinguished citizen and devoted
member of her community; and be it further
 
  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to the family of Alma E. Rangel.
