Assembly Resolution No. 1174

        RECOGNIZING  the  Town of Granby upon the occasion
        of its designation as  a  New  York  Association  of
        Towns  Town of Excellence, and commending Supervisor
        John  Snow  for  his  outstanding   leadership   and
        dedicated service to the community
 
  WHEREAS,  It is the custom of this Legislative Body to recognize and
commend municipalities and public servants whose dedication, innovation,
and commitment to  excellence  enhance  the  quality  of  life  for  the
citizens of the State of New York; and
 
  WHEREAS,  Attendant  to  such  concern,  and in full accord with its
long-standing traditions, this  Legislative  Body  is  justly  proud  to
recognize  the  Town  of  Granby,  located  in  Oswego  County, upon the
occasion of its designation as a Town of  Excellence  by  the  New  York
Association of Towns; and
 
  WHEREAS,  In 2026, the New York Association of Towns established the
Towns  of  Excellence  Program,  a  new  initiative  designed  to  honor
municipalities  that  exemplify  outstanding leadership, innovation, and
community commitment across New York State; and
 
  WHEREAS, This distinguished program recognizes towns and leaders who
go above and beyond in key areas essential to strong and thriving  local
government,  including  economic  development,  sustainability and sound
planning,  community  engagement,  quality  of  life,   governance   and
transparency, and workforce development; and
 
  WHEREAS,  The  Town  of Granby, a vibrant community of approximately
6,500 residents, has been selected for this honor in recognition of  its
exemplary   achievements   in   Community  Engagement  and  Celebration,
Sustainable Growth and Recreation,  and  Transparency  and  Professional
Leadership; and
 
  WHEREAS,  Demonstrating a strong commitment to community engagement,
the Town of Granby hosts the widely celebrated Balloons Under  the  Moon
festival,   which  draws  visitors  from  across  the  region,  and  has
established "Deliberate Discussions" as a dedicated agenda item at  Town
Board  meetings,  providing  residents  with a meaningful opportunity to
share concerns and ideas directly with local leadership; and
 
  WHEREAS, With a forward-looking approach to sustainable growth,  the
Town   of   Granby  has  undertaken  responsible  planning  initiatives,
including updated zoning and infrastructure strategies that  incorporate
low-impact design elements such as permeable surfaces, native plantings,
and   tree   canopy  preservation,  while  investing  in  a  major  park
improvement project featuring upgraded playgrounds, new walking  trails,
and enhanced accessibility; and
 
  WHEREAS,  Further  exemplifying  its  commitment to transparency and
professional governance, the Town operates a public Transparency Portal,
ensuring easy access to government  documents,  budgets,  and  financial
reports,   and   its   officials  actively  contribute  to  professional
 
organizations, including service on governing boards  such  as  the  New
York  Government  Finance  Officers'  Association,  the  County  Clerks'
Association, and the New York State Assessors' Association; and
 
  WHEREAS,  Such achievements are a direct reflection of the dedicated
leadership of Town Supervisor John  Snow,  whose  commitment  to  public
service  has  been  instrumental  in  guiding the Town of Granby to this
distinguished recognition; and
 
  WHEREAS, Currently serving his fourth term as Town Supervisor,  John
Snow  has  devoted  many  years to municipal leadership, including eight
years as Deputy Supervisor prior to his election in  2018,  and  ongoing
service as the Town's Budget Officer since 2010; and
 
  WHEREAS,  A  respected  leader  in the field of public finance, John
Snow is a member of the Government Finance Officers Association  of  the
United States and Canada and an active member of the New York Government
Finance  Officers'  Association,  where he serves on the governing board
and contributes to the Legal and Legislative Committee; and
 
  WHEREAS, In 2018, John Snow became only the second  Town  Supervisor
in  New  York  State  to earn the designation of Certified Town Official
from the New York Association of Towns, and he has further distinguished
himself through advanced training, including completion of the New  York
Government  Finance  Officers'  Association Government Finance Institute
(Advanced  Level)  in  April  2022,  as  well  as  earning  professional
certificates  in  asset management planning and infrastructure financial
management; and
 
  WHEREAS,  Awards  of  this  caliber  are  the  result  of  steadfast
dedication,  vision, and exemplary leadership, and John Snow stands as a
model public servant whose efforts have greatly benefited  the  Town  of
Granby and its residents; and
 
  WHEREAS,  It  is  fitting and proper to recognize the Town of Granby
and Supervisor John Snow for their  collective  achievements  and  their
unwavering commitment to excellence in local government; now, therefore,
be it
 
  RESOLVED,  That  this Legislative Body pause in its deliberations to
recognize the Town of Granby upon the occasion of its designation  as  a
New  York  Association  of  Towns  Town  of  Excellence,  and to commend
Supervisor John  Snow  for  his  outstanding  leadership  and  dedicated
service; and be it further
 
  RESOLVED,  That  copies  of  this Resolution, suitably engrossed, be
transmitted to the Town of Granby and Supervisor John Snow.
