BY: Senator STEWART-COUSINS

AMENDING Senate Resolution R1397 of 2023,
establishing a plan setting forth an itemized list
of grantees for a certain appropriation for the
2023-24 state fiscal year for services and expenses
of human services and veterans community services
organizations. Notwithstanding any provision of law
to the contrary, the amounts appropriated herein may
be sub allocated or transferred between other
agencies, including the office of temporary and
disability assistance and the department of
veterans' services, pursuant to a plan which sets
forth either an itemized list of grantees with the
amount to be received by each, or the methodology
for allocating such appropriation. Such plan shall
be approved by the temporary president of the senate
and the director of the budget and thereafter
included in a senate resolution calling for the
expenditure of such funds, which resolution must be
approved by a majority vote of all members elected
to the senate upon a roll call vote
