ESTABLISHING a plan setting forth an itemized list
of grantees for certain appropriations for the
2025-26 state fiscal year for grants for the Project
Guardianship Hotline Program; for grants for the
Transgender and Non-Binary (TGNB) Wellness and
Equity Program to support health and social services
sexuality-related programs; for grants for LGBT
Health and Human Services Network programs; for
grants for School Based Health Centers; for grants
for Sickle Cell related programs; for grants for the
Veterans Mental Health Training Initiative, as
required by a plan approved by the temporary
president of the senate and the director of the
division of the budget which sets forth either an
itemized list of grantees with the amount to be
received by each, or the methodology for allocating
such appropriation, and which is thereafter included
in a senate resolution calling for the expenditure
of such funds, which resolution must be approved by
a majority vote of all members elected to the senate
upon a roll call vote
RESOLVED, That pursuant to and as required by money appropriated
in section 1 of chapter 53 of the laws of 2025 which enacts the aid to
localities, local assistance account, from community services program
for grants for the Project Guardianship Hotline Program. Such funds
shall be apportioned pursuant to a plan approved by the temporary
president of the senate and the director of the division of the budget
which sets forth either an itemized list of grantees with the amount
to be received by each, or the methodology for allocating such
appropriation, and which is thereafter included in a senate resolution
calling for the expenditure of such funds, which resolution must be
approved by a majority vote of all members elected to the senate upon
a roll call vote, in accordance with the following schedule:

RESOLVED, That pursuant to and as required by money appropriated
in section 1 of chapter 53 of the laws of 2025 which enacts the aid to
localities, local assistance account, from the center for community
health program for grants for the Veteran's Mental Health Training
Initiative. Notwithstanding any provision of law to the contrary,
funds from this appropriation may be suballocated or transferred to
any state department, agency or authority to effectuate the intent of
this appropriation with the approval of the temporary president of the
senate and the director of the division of the budget. Such funds
shall be apportioned pursuant to a plan approved by the temporary
president of the senate and the director of the division of the budget
which sets forth either an itemized list of grantees with the amount
to be received by each, or the methodology for allocating such
appropriation, and which is thereafter included in a senate resolution
calling for the expenditure of such funds, which resolution must be
approved by a majority vote of all members elected to the senate upon
a roll call vote, in accordance with the following schedule:
