ESTABLISHING a plan setting forth an itemized list
of grantees for certain appropriations and
reappropriation for the 2025-26 state fiscal year
for grants or reimbursement of expenses incurred by
local government agencies and/or community-based
service providers, not-for-profit service providers
or their employees providing criminal and/or civil
legal services in counties in upstate New York; for
grants or reimbursement of expenses incurred by
local government agencies and/or community-based
service providers, not-for-profit service providers
or their employees providing gun violence
prevention, street outreach, anti-violence
shooting/violence reduction programs; for grants or
reimbursement of expenses incurred by local
government agencies and/or community-based service
providers, not-for-profit service providers or their
employees providing drug, anti-violence, crime
control, and prevention programs, including but not
limited to: youth violence and/or crime reduction
programs, enhanced defense, crime laboratories,
re-entry services, judicial diversion, alternative
to incarceration programs, support for survivors of
domestic violence, gun violence prevention,
community supervision, gang and crime reduction
strategies, and local law enforcement programs; for
grants for drug, violence, crime control, and
prevention programs, including but not limited to:
youth violence and/or crime reduction programs,
enhanced defense, crime laboratories, re-entry
services, judicial diversion, alternative to
incarceration programs, support for survivors of
domestic violence, gun violence prevention,
community supervision, gang and crime reduction
strategies, and local law enforcement programs; for
grants for drug, violence, crime control, and
prevention programs, including but not limited to:
youth violence and/or crime reduction programs,
enhanced defense, crime laboratories, re-entry
services, judicial diversion, alternative to
incarceration programs, support for survivors of
domestic violence, gun violence prevention,
community supervision, gang and crime reduction
strategies, and local law enforcement programs; for
grants or reimbursement of expenses incurred by
local government agencies and/or community-based
service providers, not-for-profit service providers
or their employees providing civil or criminal legal
services, which include but are not limited to,
legal services for survivors of domestic violence
and legal assistance and representation to indigent
individuals on parole, as required by a plan
approved by the temporary president of the senate
and the director of the division of the budget which
sets forth either an itemized list of grantees with
the amount to be received by each, or the
methodology for allocating such appropriation, and
which is thereafter included in a senate resolution
calling for the expenditure of such funds, which
resolution must be approved by a majority vote of
all members elected to the senate upon a roll call
vote; amending senate resolution R2704 of 2024 that
establishes a plan for grants for drug, violence,
crime control, and prevention programs, including
but not limited to: youth violence and/or crime
reduction programs, enhanced defense, crime
laboratories, re-entry services, judicial diversion,
alternative to incarceration programs, setting forth
an itemized list of grantees for certain
reappropriation or appropriations for the 2025-26
state fiscal year; amending senate resolution R1406
of 2023 and R2693 of 2024 that establishes a plan
for grants for drug, violence, crime control, and
prevention programs, including but not limited to:
youth violence and/or crime reduction programs,
enhanced defense, crime laboratories, re-entry
services, judicial diversion, alternative to
incarceration programs, setting forth an itemized
list of grantees for certain reappropriation or
appropriations for the 2025-26 state fiscal year.
RESOLVED, That pursuant to and as required by money appropriated
in section 1 of chapter 53 of the laws of 2025 which enacts the aid to
localities, local assistance account, from the crime prevention and
reduction strategies program for grants or reimbursement of expenses
incurred by local government agencies and/or community-based service
providers, not-for-profit service providers or their employees
providing criminal and/or civil legal services in counties in upstate
New York. Notwithstanding any provision of law to the contrary, the
amount appropriated herein may be suballocated or transferred between
other state agencies, including but not limited to the office of
victim services, the office for the prevention of domestic violence,
the division of homeland security and emergency services, and the
office of indigent legal services, with the approval of the temporary
president of the senate and the director of the division of the
budget. Such funds shall be apportioned pursuant to a plan approved by
the temporary president of the senate and the director of the budget
which sets forth either an itemized list of grantees with the amount
to be received by each, or the methodology for allocating such
appropriation, and which is thereafter included in a senate resolution
calling for the expenditure of such funds, which resolution must be
approved by a majority vote of all members elected to the senate upon
a roll call vote, in accordance with the following schedule:

expenditure of such monies, which resolution was approved by a
majority vote of all members elected to the senate upon a roll call
vote, in accordance with the following schedule which shall amend,
remove from, or add to the schedule originally approved in Senate
Resolution R1406 of 2023 and R2693 of 2023:
