            ESTABLISHING  a plan setting forth an itemized
        list of  grantees  for  certain  appropriations  and
        reappropriations  for  the 2026-27 state fiscal year
        for grants or reimbursement of expenses incurred  by
        local  government  agencies  and/or  community-based
        service providers, not-for-profit service  providers
        or  their  employees providing criminal and/or civil
        legal services in counties in upstate New York;  for
        grants  or  reimbursement  of  expenses  incurred by
        local  government  agencies  and/or  community-based
        service  providers, not-for-profit service providers
        or   their   employees   providing   gun    violence
        prevention,     street    outreach,    anti-violence
        shooting/violence reduction programs; for grants  or
        reimbursement   of   expenses   incurred   by  local
        government agencies and/or  community-based  service
        providers, not-for-profit service providers or their
        employees   providing   drug,  anti-violence,  crime
        control, and prevention programs, including but  not
        limited  to;  youth  violence and/or crime reduction
        programs,  enhanced  defense,  crime   laboratories,
        re-entry  services,  judicial diversion, alternative
        to incarceration programs, support for survivors  of
        domestic    violence,   gun   violence   prevention,
        community  supervision,  gang  and  crime  reduction
        strategies,  and local law enforcement programs; for
        grants or  reimbursement  of  expenses  incurred  by
        local  government  agencies  and/or  community-based
        service providers, not-for-profit service  providers
        or their employees providing civil or criminal legal
        services,  which  include  but  are  not limited to,
        legal services for survivors  of  domestic  violence
        and  legal assistance and representation to indigent
        individuals on parole; for grants  or  reimbursement
        of  expenses  incurred  by local government agencies
        and/or    community-based     service     providers,
        not-for-profit  service providers or their employees
        providing state  or  local  crime  reduction,  youth
        justice  and gang prevention programs, including but
        not limited  to  street  outreach,  crime  analysis,
        research  and  shooting/violence reduction programs;
        related to providing loans,  loan  guarantees,  loan
        subsidies,   or   grants   for   the   food   retail
        establishment subsidization for healthy  communities
        (FRESH  Communities) pilot program; as required by a
        plan approved by  the  temporary  president  of  the
        senate  and  the  director  of  the  division of the
        budget which sets forth either an itemized  list  of
        grantees  with the amount to be received by each, or
        the methodology for allocating  such  appropriation,
        and   which  is  thereafter  included  in  a  Senate
        Resolution  calling  for  the  expenditure  of  such
        funds,  which  resolution  must  be  approved  by  a
        majority vote of all members elected to  the  senate
 
        upon  a  roll  call vote; amending Senate Resolution
        R2704 of 2024 and R1251 of 2025 that  establishes  a
        plan  for grants for Gun Violence Research Institute
        or  other  gun  violence  programs, setting forth an
        itemized list of grantees for certain appropriations
        and reappropriations for the 2024-2025 state  fiscal
        year;  amending Senate Resolution R1251 of 2025 that
        establishes a plan for grants for civil or  criminal
        legal  services,  which  include but are not limited
        to:  legal  services  for  survivors   of   domestic
        violence  and legal assistance and representation to
        indigent individuals on  parole,  setting  forth  an
        itemized list of grantees for certain appropriations
        and  reappropriations for the 2026-2027 state fiscal
        year.
 
  RESOLVED, That pursuant to and as required by  money  appropriated
in  a  chapter of the laws of 2026 which enacts the aid to localities,
local assistance account, from  the  crime  prevention  and  reduction
strategies  program for services and expenses, grants or reimbursement
of   expenses   incurred   by   local   government   agencies   and/or
community-based service providers, not-for-profit service providers or
their  employees  providing  criminal  and/or  civil legal services in
counties in upstate New York.  Notwithstanding any provision of law to
the contrary, funds from this appropriation  may  be  suballocated  or
transferred   between   any  state  department,  agency  or  authority
including but not limited to the office of victim services, the office
for the prevention of domestic  violence,  the  division  of  homeland
security  and  emergency  services,  and  the office of indigent legal
services, to effectuate the intent  of  this  appropriation  with  the
approval  of the temporary president of senate and the director of the
division  of  the  budget.  Provided  further,   notwithstanding   any
provision  of law to the contrary, funds from this appropriation shall
be allocated only pursuant to a plan (i)  approved  by  the  temporary
president of the senate and the director of the division of the budget
which  sets  forth either an itemized list of grantees with the amount
to be received  by  each,  or  the  methodology  for  allocating  such
appropriation,  and  (ii)  which  is  thereafter  included in a senate
resolution calling for the expenditure of such funds, which resolution
must be approved by a majority vote of  all  members  elected  to  the
senate  upon  a  roll  call  vote,  in  accordance  with the following

chapter of the laws of 2026 which enacts the aid to localities,  local
assistance  account from the crime prevention and reduction strategies
program for additional services and expenses, grants or  reimbursement
of   expenses   incurred   by   local   government   agencies   and/or
community-based service providers, not-for-profit service providers or
their employees  providing  state  or  local  crime  reduction,  youth
justice  and  gang  prevention  programs, including but not limited to
street  outreach,  crime  analysis,  research  and   shooting/violence
reduction  programs.    Notwithstanding  any  provision  of law to the
contrary,  funds  from  this  appropriation  may  be  suballocated  or
transferred   between   any  state  department,  agency  or  authority
including but not limited to the office of victim services, the office
for the prevention of domestic  violence,  the  division  of  homeland
security  and  emergency  services,  and  the office of indigent legal
services, to effectuate the intent  of  this  appropriation  with  the

  RESOLVED,  That  pursuant to and as required by money appropriated
in a chapter of the laws of 2026 which enacts aid to localities, local
assistance account from the economic development program for  services
and  expenses  related  to  providing  loans,  loan  guarantees,  loan
subsidies, or grants for the food retail  establishment  subsidization
for  healthy  communities  (FRESH  Communities)  pilot  program.  Such
establishments must be open to the general public, offer a variety  of
fresh  foods,  and  may  be  located  within underserved areas of Erie
County, specifically within low  and  moderate-income  census  tracts.
Notwithstanding  any  rule,  regulation,  or  provision  of law to the
contrary, all or a portion of the funds herein appropriated  shall  be
available  to  support  operating  and  capital  projects  and  may be
suballocated  or  transferred  to  any  state  department,  agency  or
authority.  Provided  further, notwithstanding any provision of law to
the contrary, funds from this appropriation shall  be  allocated  only
pursuant  to  a  plan  (i)  approved by the temporary president of the
senate and the director of the division of the budget which sets forth
with an itemized list of the grantees with the amount to  be  received
by  each,  or  the  methodology for allocating such appropriation, and
(ii) which is thereafter included in a senate resolution  calling  for
the  expenditure  of  such funds, which resolution must be approved by
the majority vote of all members elected to the  senate  upon  a  roll
call vote, in accordance with the following schedule:

  RESOLVED,  That  pursuant to and as required by money appropriated
in section 1 of chapter 53  of  the  laws  of  2020,  as  amended  and
reappropriated  in  section  1  of  chapter 53 of the laws of 2022, as
amended and reappropriated in section 1 of chapter 53 of the  laws  of
2024  which  enacts  the  aid to localities, local assistance account,
from the crime prevention and reduction strategies program for  grants
for  Gun  Violence  Research Institute or other gun violence programs.
Such funds shall be apportioned pursuant to a  plan  approved  by  the
temporary  president of the senate and the director of the division of
the budget which sets forth either an itemized list of  grantees  with
the  amount  to be received by each, or the methodology for allocating
such appropriation, and which  is  thereafter  included  in  a  senate
 
resolution   calling  for    the  expenditure  of  such  funds,  which
resolution must be approved by a majority vote of all members  elected
to  the senate upon a roll call vote, in accordance with the following
schedule,  which  shall  amend,  remove  from,  or add to the schedule
originally approved in Senate Resolution R2704 of 2024 and amended  in
Senate Resolution R1251 of 2025:

  RESOLVED,  That pursuant to and as required by money  appropriated
in section 1 of chapter 53 of the laws of 2025 which enacts the aid to
localities,   Legal Services    Assistance  account,  from  the  crime
prevention  and  reduction  strategies program for grants for civil or
criminal legal services, which include but are not limited  to:  legal
services  for survivors of domestic violence and legal  assistance and
representation to indigent individuals on parole. Notwithstanding  any
provision  of  law to the contrary, the amount appropriated herein may
be suballocated or transferred between other state agencies, including
but not limited to the office of victim services, the office  for  the
prevention  of  domestic  violence,  and  the office of indigent legal
services, with the approval of the temporary president of  the  senate
and  the  director  of the division of the budget. Such funds shall be
apportioned pursuant to a plan approved by the temporary president  of
the  senate  and the director of the division of the budget which sets
forth either an itemized list  of  grantees  with  the  amount  to  be
received   by   each,   or   the   methodology   for  allocating  such
appropriation, and which is thereafter included in a senate resolution
calling for the expenditure of such funds, which  resolution  must  be
approved  by a majority vote of all members elected to the senate upon
a roll call vote, in accordance with  the  following  schedule,  which
