AN ACT to amend the public health law, in relation to requiring health
districts be accredited to receive funding from the department of
health
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Legislative intent. The legislature finds that ensuring
2 high-quality public health services is critical to the well-being of all
3 residents. Accreditation improves accountability, service delivery, and
4 health outcomes by establishing evidence based uniform standards. The
5 legislature recognizes that as the leading national accrediting body for
6 public health in the U.S., the Public Health Accreditation Board
7 supports health departments to improve quality, accountability, and
8 performance.
9 § 2. Subdivision 1 of section 201 of the public health law is amended
10 by adding a new paragraph (z) to read as follows:
11 (z) As a condition precedent to receiving funding from the department,
12 the commissioner shall require health districts to register for the
13 public health accreditation board's readiness and training process with-
14 in one year of the effective date of this paragraph and be accredited
15 within four years after the effective date of this paragraph by an
16 accreditation body approved by the commissioner. The commissioner shall
17 be authorized to establish rules and regulations to implement the
18 provisions of this paragraph.
19 § 3. This act shall take effect on the one hundred eightieth day after
20 it shall have become a law. Effective immediately, the addition, amend-
21 ment and/or repeal of any rule or regulation necessary for the implemen-
22 tation of this act on its effective date are authorized to be made and
23 completed on or before such effective date.
