          printed to be committed to the Committee on  Energy  and  Telecommuni-
          cations
 
        AN  ACT  to amend the public service law, in relation to prohibiting the
          public service commission authority to  order  collection  of  charges
          from ratepayers for greenhouse gas reduction unrelated to the electric
          grid

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The public service law is amended by adding a  new  section
     2  28 to read as follows:
     3    §  28.  Funds  ordered for greenhouse gas reductions.  Notwithstanding
     4  any law, rule or regulation to the contrary, the  commission  shall  not
     5  order  a  gas  or  electric company to charge, collect or otherwise fund
     6  through ratepayer bills any funds which  are  used  for  transportation,
     7  building  or  industrial  electrification or retrofitting which does not
     8  directly contribute to greenhouse gas reduction targets  for  the  elec-
     9  trical grid or modernization of such electric grid.
    10    §  2. This act shall take effect one year after it shall have become a
    11  law.
