        AN ACT to amend the vehicle and traffic law, in relation to establishing
          a central business district toll exemption during any period of strike
          by  an employee organization, work stoppage or declared state of emer-
          gency
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 1704-a of the vehicle and traffic law is amended by
     2  adding a new subdivision 2-a to read as follows:
     3    2-a.  (a)  Notwithstanding  any  provision  of law to the contrary, no
     4  individual or entity shall be charged a central business  district  toll
     5  during  any  period of strike by an employee organization, work stoppage
     6  or declared state of emergency that causes  a  stoppage  for  more  than
     7  twenty-four  hours or significant delays of any metropolitan transporta-
     8  tion authority, metro north commuter railroad,  New  York  city  transit
     9  authority,  or  Long Island Rail Road services. Significant delays shall
    10  mean any interference with services as a result of a work stoppage which
    11  causes additional platform time, additional train time, or  major  inci-
    12  dents  as  defined by section twelve hundred seventy-six-f of the public
    13  authorities law.
    14    (b) Additionally, during any period of strike by an employee organiza-
    15  tion, work stoppage or declared state  of  emergency,  the  metropolitan
    16  transportation authority shall return any charges collected from monthly
    17  ticket holders for business days in which services are interrupted.
    18    § 2. This act shall take effect immediately.
