          printed to be committed to the Committee on Judiciary
 
                    CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
        proposing an amendment to section 1 of article 2 of the constitution, in
          relation to allowing only citizens to vote at elections

     1    Section 1. Resolved (if the Assembly concur), That section 1 of  arti-
     2  cle 2 of the constitution be amended to read as follows:
     3    Section  1. [Every citizen] Only citizens shall be entitled to vote at
     4  every election for all officers elected by the people and upon all ques-
     5  tions submitted to the vote of the people provided that such citizen  is
     6  eighteen  years  of  age  or over and shall have been a resident of this
     7  state, and of the county, city, or village for thirty days next  preced-
     8  ing an election.
     9    §  2.  Resolved (if the Assembly concur), That the foregoing amendment
    10  be referred to the first regular legislative session convening after the
    11  next succeeding general election of members of  the  assembly,  and,  in
    12  conformity  with  section  1  of  article  19  of  the  constitution, be
    13  published for 3 months previous to the time of such election.
