        Introduced  by  Sens.  CLEARE,  JACKSON,  WEBB -- read twice and ordered

        AN ACT to amend the public housing law, in relation to allowing prospec-
          tive tenants of rent controlled or rent  stabilized  housing  accommo-
          dations  to request the complete rent history of such housing accommo-
          dations
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 14 of the public housing law is amended by adding a
     2  new subdivision 8 to read as follows:
     3    8.  The  agency shall promulgate regulations, rules and policies which
     4  provide for the ability of a prospective tenant, defined as an applicant
     5  who has made a good faith deposit with the intention  to  enter  into  a
     6  lease  for  a  rent  controlled or rent stabilized housing accommodation
     7  protected by the emergency tenant protection act  of  nineteen  seventy-
     8  four,  the emergency housing rent control law, the local emergency hous-
     9  ing rent control act, the administrative code of the city  of  New  York
    10  and  any  regulations,  rules  and policies enacted pursuant thereto, to
    11  request and receive a copy of the complete rent  history  of  such  rent
    12  controlled or rent stabilized housing accommodation. Such rent histories
    13  shall  at  a  minimum  include records back to the year nineteen hundred
    14  seventy-four.
    15    § 2. This act shall take effect immediately.
