        Introduced  by Sen. STAVISKY -- read twice and ordered printed, and when
          printed to be committed to the Committee on Higher Education
 
        AN ACT to amend the education law, in relation to requiring the appoint-
          ment of a Title VI coordinator at every college and university in  the
          state

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The education law is amended by adding a new section 6436-a
     2  to read as follows:
     3    § 6436-a. Title VI coordinator. 1. Within ninety days of the effective
     4  date of this section, the trustees or other  governing  board  of  every
     5  college  or  university  chartered  by  the  regents  or incorporated by
     6  special act of the legislature and which maintains a campus in the state
     7  shall designate a Title VI coordinator to ensure compliance  with  Title
     8  VI of the federal civil rights act of 1964.
     9    2. A Title VI coordinator shall:
    10    (a)  have  expertise  in  and oversee compliance with Title VI law and
    11  regulations;
    12    (b) promote equal access to and  participation  in  the  programs  and
    13  activities of the college or university;
    14    (c)  provide training and educational resources regarding Title VI law
    15  and regulations;
    16    (d) document and investigate complaints;
    17    (e) maintain records and reports; and
    18    (f) perform any other relevant duties established by  the  college  or
    19  university.
    20    § 2. This act shall take effect on the one hundred eightieth day after
    21  it shall have become a law.  Effective immediately, the addition, amend-
    22  ment and/or repeal of any rule or regulation necessary for the implemen-
    23  tation  of  this act on its effective date are authorized to be made and
    24  completed on or before such effective date.
