        AN ACT to amend the arts and cultural affairs law, in relation to renam-
          ing agency building one, agency building two,  agency  building  three
          and agency building four, located at the empire state plaza
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 11 of section 4.07 of  the  arts  and  cultural
     2  affairs  law,  as added by section 2 of part A of chapter 56 of the laws
     3  of 2008, is amended and a  new  subdivision  12  is  added  to  read  as
     4  follows:
     5    11.  To  establish a program, in consultation with the commissioner of
     6  general services, for the  promotion  of  the  empire  state  plaza  art
     7  collection to the public through such means as determined by the commis-
     8  sion to be appropriate, including, but not limited to, educational semi-
     9  nars,  remote  exhibitions,  special events and the sale of souvenirs or
    10  mementos related to the collection. All receipts of the commission  from
    11  promotional  efforts  shall  be  deposited  in  a  state fiduciary fund,
    12  expenditures from which shall be limited to the purposes of the  commis-
    13  sion set forth in this article[.];
    14    12. (a) In collaboration with the commissioner of the office of gener-
    15  al  services, the commission shall make a recommendation to the governor
    16  on the naming of agency building one, agency building two, agency build-
    17  ing three and agency building four, located at the empire  state  plaza.
    18  The  commission shall consider a variety of names or categories of names
    19  that reflect state values, including but not limited to places, persons,
    20  and matters of significance to the state.
    21    (b) The commission shall within one year of the effective date of this
    22  subdivision, make a recommendation to the governor.

     1    (c) The governor, in accordance with the commission's  recommendation,
     2  shall  determine  the names of agency building one, agency building two,
     3  agency building three and agency building four, within sixty days  after
     4  the commission submits their recommendation.
     5    § 2. This act shall take effect on the one hundred eightieth day after
     6  it  shall  have  become  a  law. Effective immediately, the empire state
     7  plaza art commission is authorized to promulgate,  amend  and/or  repeal
     8  any  rule  or regulation necessary for the implementation of this act on
     9  its effective date.
