Requires the empire state plaza art commission to examine the historical significance of major rivers in the state of New York in connection with renaming the agency buildings located at the empire state plaza; requires the governor to choose the new agency building names within 60 days after the commission's recommendation.

AN ACT to amend the arts and cultural affairs law, in relation to renam-
ing agency building one, agency building two, agency building three
and agency building four, located at the empire state plaza
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 11 of section 4.07 of the arts and cultural
2 affairs law, as added by section 2 of part A of chapter 56 of the laws
3 of 2008, is amended and a new subdivision 12 is added to read as
4 follows:
5 11. To establish a program, in consultation with the commissioner of
6 general services, for the promotion of the empire state plaza art
7 collection to the public through such means as determined by the commis-
8 sion to be appropriate, including, but not limited to, educational semi-
9 nars, remote exhibitions, special events and the sale of souvenirs or
10 mementos related to the collection. All receipts of the commission from
11 promotional efforts shall be deposited in a state fiduciary fund,
12 expenditures from which shall be limited to the purposes of the commis-
13 sion set forth in this article[.];
14 12. (a) In collaboration with the commissioner of the office of gener-
15 al services, the commission shall make a recommendation to the governor
16 on the naming of agency building one, agency building two, agency build-
17 ing three and agency building four, located at the empire state plaza.
18 The commission shall select from a list of major rivers located in the
19 state of New York, which shall include, but are not limited to:

1 (i) St. Lawrence river;
2 (ii) Genesee river;
3 (iii) Alleghany river;
4 (iv) Hudson river;
5 (v) Niagara river;
6 (vi) Susquehanna river;
7 (vii) Chenango river;
8 (viii) Mohawk river;
9 (ix) East river; and
10 (x) Harlem river.
11 (b) The commission shall make a recommendation to the governor which
12 shall consider the historical significance of the major river.
13 (c) The governor, in accordance with the commission's recommendation,
14 shall determine the names of agency building one, agency building two,
15 agency building three and agency building four, within sixty days after
16 the commission submits their recommendation.
17 § 2. This act shall take effect on the one hundred eightieth day after
18 it shall have become a law. Effectively immediately, the empire state
19 plaza art commission is authorized to promulgate, amend and/or repeal
20 any rule or regulation necessary for the implementation of this act on
21 its effective date.
