        AN ACT in relation to establishing a  comprehensive  commercial  parking
          plan for the city of New York
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. 1. Notwithstanding any other provision of law, rule,  regu-
     2  lation or ordinance to the contrary, the mayor's traffic representatives
     3  shall  work  with members of the New York city council and New York city
     4  department of transportation to  establish  a  comprehensive  commercial
     5  parking  plan for the city in which frequently traveled routes and aban-
     6  doned or decrepit infrastructure along highways and thruways are identi-
     7  fied in order to develop an action plan for building commercial  parking
     8  in the 5 boroughs.
     9    2.  For  the  purposes  of this section, the term "frequently traveled
    10  routes" shall mean either the local truck route network or through truck
    11  route network as published by the New York city department of  transpor-
    12  tation  on  the  New York city truck route map. Such frequently traveled
    13  routes shall present areas for viable commercial parking options  to  be
    14  identified  by city council members in their districts based on trucking
    15  routes or ease of access.
    16    § 2. This act shall take effect immediately.
