          printed to be committed to the Committee on Judiciary
 
                    CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
        proposing an amendment to section 7 of article 2 of the Constitution, in
          relation to requiring the use of paper ballots in elections

     1    Section 1. Resolved (if the Assembly concur), That section 7 of  arti-
     2  cle 2 of the constitution be amended to read as follows:
     3    §  7.  All elections by the citizens, except for such town officers as
     4  may by law be directed to be otherwise chosen, shall be by paper ballot,
     5  [or by such other method as may be prescribed  by  law,  provided]  such
     6  that  secrecy  in voting be preserved. The legislature shall provide for
     7  identification of voters through their signatures  in  all  cases  where
     8  personal  registration is required and shall also provide for the signa-
     9  tures, at the time of voting, of all persons voting in person by  ballot
    10  [or voting machine], whether or not they have registered in person, save
    11  only in cases of illiteracy or physical disability.
    12    §  2.  Resolved  (if  the    concur),  That the foregoing amendment be
    13  referred to the first regular legislative session  convening  after  the
    14  next  succeeding  general  election  of members of the assembly, and, in
    15  conformity with  section  1  of  article  19  of  the  constitution,  be
    16  published for 3 months previous to the time of such election.
