        Introduced by Sens. PARKER, SEPULVEDA -- read twice and ordered printed,
          and when printed to be committed to the Committee on Judiciary
 
                    CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
        proposing  an amendment to article 2 of the constitution, in relation to
          voting rights

     1    Section 1. Resolved (if the Assembly concur), That article  2  of  the
     2  constitution be amended by adding a new section 10 to read as follows:
     3    §  10.  Voting  rights. (A) No voting qualification or prerequisite to
     4  voting or standard, practice, or procedure shall be imposed  or  applied
     5  by the state or any political subdivision in a manner which results in a
     6  denial  or abridgement of the right of any citizen to vote on account of
     7  race or color, religion, gender preference or disability.
     8    (B) To assure that the right of citizens to  vote  is  not  denied  or
     9  abridged  on  account  of  race or color, religion, gender preference or
    10  disability, no citizen shall be denied the right to vote in any election
    11  because of such citizen's failure to comply with  any  prerequisite  for
    12  voting or registration for voting requiring such citizen to:
    13    (1)  demonstrate  the ability to read, write, understand, or interpret
    14  any matter;
    15    (2) demonstrate any educational achievement or  such  citizen's  know-
    16  ledge of any particular subject;
    17    (3) possess good moral character;
    18    (4) pay or demonstrate payment of any poll tax or other tax;
    19    (5) provide government issued photo identification at a polling site;
    20    (6) provide documentary proof of United States citizenship to register
    21  to vote; or
    22    (7)  prove  such citizen's qualifications by the voucher of registered
    23  voters or members of any other class.
    24    (C) Neither the state, nor any political subdivision,  shall  restrict
    25  third-party organizations or individuals from registering voters in good
    26  faith.

     1    §  2.  Resolved (if the Assembly concur), That the foregoing amendment
     2  be referred to the first regular legislative session convening after the
     3  next succeeding general election of members of  the  assembly,  and,  in
     4  conformity  with  section  1  of  article  19  of  such constitution, be
     5  published for 3 months previous to the time of such election.
