        AN ACT to require the office for the prevention of domestic violence  to
          conduct a study on domestic violence in the transgender community

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The office for the prevention of  domestic  violence  shall
     2  conduct a study on domestic violence in the transgender community with a
     3  focus on domestic violence against Black transgender women. The study on
     4  domestic violence in the transgender community shall:
     5    (a)  examine,  evaluate and make recommendations concerning the preva-
     6  lence, causes, effects, risks and costs of such domestic violence on the
     7  transgender community;
     8    (b) find ways to  reduce  such  domestic  violence  and  increase  the
     9  reporting of domestic violence; and
    10    (c)  examine  reasons  why  such  domestic violence disproportionately
    11  affects Black transgender women.
    12    § 2. Within one year after the effective date of this act, the  office
    13  for  the prevention of domestic violence shall prepare and submit to the
    14  governor, the temporary president of the  senate,  the  speaker  of  the
    15  assembly,  the  minority leader of the senate and the minority leader of
    16  the assembly a report containing the study's findings. Such report shall
    17  also include any recommendations for legislative or other  actions  that
    18  can be undertaken to address domestic violence in the transgender commu-
    19  nity.
    20    § 3. This act shall take effect immediately.
