        Introduced  by  Sen.  RYAN  --  read twice and ordered printed, and when
          printed to be committed to the Committee on Environmental Conservation
 
        AN ACT to amend the  environmental  conservation  law,  in  relation  to
          educating  the  public  about  the health and environmental impacts of
          idling vehicles

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Paragraph  b  of  subdivision 2 of section 19-0301 of the
     2  environmental conservation law is amended to read as follows:
     3    b. Encourage voluntary cooperation by all persons in  controlling  air
     4  pollution and air contamination, including but not limited to, educating
     5  the  public  about  the health and environmental impacts of idling vehi-
     6  cles, such  as  air  pollution  from  vehicle  emissions,  environmental
     7  impacts  of  carbon  dioxide  emissions and health risks associated with
     8  exposure to vehicle emissions.  Such  education  shall,  at  a  minimum,
     9  include  developing  and  distributing educational materials and posting
    10  such information on the department's website.
    11    § 2. This act shall take effect immediately.
